SIR,-I am directed by Her Majesty's Secretary of
State for Foreign Affairs to transmit to you, to be
laid before Her Majesty's Secretary of State for the
Colonies, copy of a letter from the United States
Minister at this Court, expressing the appreciation
of the American people of the sympathy afforded to
them by the Government of New Zealand on the
death of President Garfield.

MY LORD,-I have the honor to acquaint you that I
have to-day received a despatch from Mr. Freling-
huysen, dated on the 11th instant, enclosing the copy
of a telegram, which was delivered at Washington
last September, to the President of the United States,
expressing the sympathy of the House of Represen-
tatives of New Zealand in Parliament assembled
with the people of the United States of America in
their grief at the death of President Garfield, a
calamity which, the cable message goes on to state,
was to be deplored by every English-speaking com-
munity throughout the world; and I have to add
that the President desires me, in acknowledging
through the proper channel the receipt of this tele-
gram, to convey to the Speaker of the House of
Representatives of New Zealand an expression of the
sad satisfaction which this kind and touching message
of condolence has afforded the President and the
American people.
I beg to ask your Lordship to be kind enough to
transmit this assurance to the authorities of the
colony.

this day on the question of the proposal to raise a
loan of six thousand pounds (£6,000), for the purpose
of establishing a water supply for the Borough of
Parnell, is as follows :-

Proposed Colonial and International Exhibition at
Amsterdam.

IT is hereby notified for general information that
His Excellency the Governor has received from
the Secretary of State for the Colonies a despatch,
intimatimg that it is proposed to hold an International
Exhibition of colonial objects and of general exporta-
tion, works of art, &c., at Amsterdam, in 1883.
Intending exhibitors are invited to communicate
with this department, and, in the event of a sufficient
number signifying their intention of forwarding ex-
hibits at their own risk and expense, the Government
will apply for the requisite space at the public cost.

Bonuses on Colonial Industries.

Wellington, 1st February, 1882.
NOTICE is hereby given that the following bonuses
will be paid on articles produced in the Colony
of New Zealand, as under :-
SUGAR.
A bonus of one thousand pounds (£1,000) will be
given for the production of the first 125 tons of sugar,
manufactured in New Zealand, from beet or any
other root or plant grown in the colony.
STARCH.
A bonus of three hundred pounds (£300) will be
given on the first 50 tons of starch, manufactured
in the colony, which shall be shipped to an English
market, and for which a satisfactory certificate shall
be given by dealers or brokers in England that the
starch is of good marketable quality.
SILK.
A bonus of fifty per cent. on the value realized
for the first thousand pounds' (£1,000) worth of
cocoons of the silkworm, or silkworms' eggs, pro-
duced in the colony, to be paid on quantities of not
less value than fifty pounds (£50) nor more than
one hundred pounds (£100) produced by any one
person.
SUGAR-REFINING.
A bonus of five hundred pounds (£500) will be
given for three years in succession for the refining
each year, by machinery established in New Zea-
land, of not less than 100 tons of cane sugar. The
establishment by which such refining is effected must
be what is ordinarily known as a sugar-refinery.
The firm refining the first 100 tons of sugar, and
receiving the bonus, shall be also entitled to the
bonus of the two following years upon fulfilling the
conditions above named.
