THE NEW ZEALAND GAZETTE.

  1. The standard height for Volunteers shall be, for Artillery
    corps, 5 feet 6 inches; and for all other corps, 5 feet 5 inches;
    but exceptions to the standard may be allowed, under special
    circumstances, by the Officer in Command of the District.
  2. The members of a Volunteer corps are either enrolled,
    reserve, or honorary.

ESTABLISHMENT.

  1. The establishment of officers and non-commissioned
    officers for all corps will be according to the following table:
Strength. Captains. Lieutenants. Troop Sergeant-Major, Quartermaster-Sergt., or Colour-Sergt. Sergeants or 1st Class Petty Officers. Corporals or 2nd Class Petty Officers. Trumpeters or Buglers. Troopers, Gunners, Privates. Total all ranks.

  1. Any corps falling below the minimum will be liable to be
    disbanded.
  2. Any corps will be entitled to an Honorary Surgeon and
    an Honorary Chaplain, and in mounted corps also to an Honorary
    Veterinary Surgeon.
  3. Four or more rifle corps may be formed into a battalion
    for drill purposes, which will be commanded by the senior
    officer of the corps forming the battalion, who will be entitled
    to temporary rank of Major while the battalion exists or until
    he resigns. The senior Surgeon will also hold temporary rank
    as Surgeon-Major under same conditions.
  4. An Acting-Adjutant, Sergeant-Major, and Quartermaster-
    Sergeant may from time to time be appointed by the Officer
    Commanding the District from the officers and non-commis-
    sioned officers of the corps composing the battalion.

PRECEDENCE.

  1. The Volunteer Force shall consist of the following dif-
    ferent arms, which will rank in the order named :—
    Naval Artillery Volunteers.
    Cavalry Volunteers.
    Artillery Volunteers.
    Rifle Volunteers.
  2. Relative precedence of corps of the same arm will be
    determined by the date on which the Governor accepted their
    services.
  3. The relative precedence of officers of the entire Volun-
    teer Force shall be determined solely by the ranks and dates of
    commissions in that force.
  4. The relative precedence of officers of different corps
    of the same arm holding commissions of the same rank and
    date shall be determined by the relative precedence of the
    corps to which they belong.
  5. The relative precedence of officers of the same corps,
    bearing commissions of the same rank and date, shall be de-
    termined by the order in which the appointments are inserted
    in the Gazette.
  6. On parade, battalions and corps shall be distributed and
    drawn up in the mode which the Officer in Command may
    judge most convenient and best adapted to the purposes of the
    service.
  7. An officer holding a substantive commission will take pre-
    cedence of all officers holding acting appointments in the same
    rank.
  8. Country corps will take precedence, according to date of
    formation, after Garrison or Head-Quarter corps.
  9. Officers of the Volunteer Force rank with officers of Her
    Majesty's Regular and Militia Forces as the juniors of their
    respective ranks, and with officers of the Militia and Armed
    Constabulary Force, according to the rank and date of their
    respective commissions in the respective Forces, as laid down in
    section 46 of "The Militia Act, 1870."

OFFICERS IN COMMAND OF DISTRICTS.

  1. Officers in Command of Districts are responsible for the
    maintenance of proper order and discipline in the Force under
    their command, the accuracy of all returns rendered or called
    for, the conduct of all correspondence in connection with the

several corps in their command (except the batteries of Artil-
lery), and that the non-commissioned officers of the permanent
staff efficiently and faithfully perform their various duties.
26. Correspondence from corps with the Defence Office must
be forwarded through the Officer Commanding the District,
and all communications will be replied to through the same
channel.
27. All circulars, orders, and instructions emanating from
the Defence Office are to be promulgated to corps imme-
diately on receipt of same by a District Order or such other
means as under local circumstances may prove more convenient
or expeditious.
28. In the absence of the Officer appointed to the Command
of a District, the senior combatant officer, unless otherwise
ordered, will assume the command, and perform all duties
attached to that office.

ADJUTANTS.

  1. An Adjutant of Volunteers shall be purely a staff officer,
    and shall not be allowed to hold a commission in any corps.
  2. An Adjutant is appointed to give instruction to Volun-
    teers in the district to which he shall be attached. He shall be
    subject to the orders of the Officer Commanding the District, and
    shall assist him in carrying on all military duties; but he shall
    not take any part in non-military affairs of any corps. It shall
    be his duty to visit the Volunteers of his district in accordance
    with such orders as may be issued.
  3. An Adjutant must possess a certificate of qualification
    from a recognized School of Musketry, except under special
    circumstances, approved by the Governor.
  4. An Adjutant of the Volunteer Force will rank as Senior
    Captain in the district to which he belongs.
  5. The Adjutant shall have access to the Muster-rolls and
    other official documents of all corps in his district, and shall
    keep a Muster-roll of each corps himself.
  6. The Adjutant will keep the Record of Attendance at
    Drill, and it will be his duty to examine and compare with it
    periodically the Muster-rolls and Records of Attendance at Drill
    kept by each corps.
  7. The Adjutant will also prepare and furnish, under the
    direction of his Commanding Officer, all such returns as may
    from time to time be called for from the Defence Office.
  8. The Adjutant is responsible for the correctness of all
    returns, financial and otherwise, which pass through his office.
  9. The offices, books, and accounts of Adjutants will be open
    at all times to the inspection of the officers under whom they
    may be immediately serving, and of such other officers as may
    be specially nominated to inspect them.
  10. Adjutants will be held responsible that no arrear is suf-
    fered to occur in the work of their offices, and that their books
    are posted up regularly, so that they may at all times be ready
    for examination.
  11. The Adjutant will visit corps and practice ranges as often
    as his Commanding Officer may think expedient.
  12. He must, when ordered, perform the duties of Paymaster
    and Quartermaster.
  13. As Acting Paymaster it will be the Adjutant's duty to
    exercise a special supervision over all claims submitted against
    the Government, and to see to the settlement of all claims on
    behalf of corps in his district; and, as Acting-Quartermaster,
    to watch over the issue and return of all stores, and their
    proper treatment and preservation.
  14. Adjutants will wear staff uniforms.
  15. When an Adjutant is transferred from one district to
    another, he will retain in the general service the date of his
    first appointment to the staff.
  16. In the event of an Adjutant being absent on leave at
    the date on which returns are due in Defence Office, they
    should be signed by the officer who is performing his duties.
  17. The non-commissioned officers of the paid staff attached
    to his district will be specially under his supervision.
  18. Adjutants, Drill Instructors, and Staff Sergeants must
    reside within two miles of the head-quarters of their district
    unless specially exempted by the Minister in charge of the
    Defence Department.

OFFICERS.

  1. Applications for the appointment of Commissioned Officers
    must be made in accordance with section 8 of "The Volunteer
    Act, 1881," and forwarded through the Adjutants of the
    permanent staff, and Officers Commanding Districts.
  2. Officers on receiving their commissions are required, under
    the provisions of section 11 of "The Volunteer Act, 1881," to
    take the oath of allegiance, notwithstanding that they may have
    already taken that oath on enrolment as Volunteers.
  3. The Commissioned Officers of the Volunteer Force shall
    be appointed by the Governor. All proposed appointments,
    promotions, and resignations of commissions of officers must be
    submitted to the Governor for approval.
  4. All appointments, promotions, resignations, and dis-
    missals of Commissioned Officers shall be inserted in the Gazette,
    and such resignations and dismissals shall, unless notified to the
