GOODS FOR TRANSHIPMENT.
Ships' goods of classes A, B, C, and D, landed at Lyttelton for transhipment as
per bill of lading to Timaru, Oamaru, or Dunedin, or at Port Chalmers for Oamaru,
Timaru, Christchurch, or Invercargill, or at Bluff for Dunedin, Oamaru, Timaru, or
Christchurch, will be charged as Class E. Such goods will be charged according to
bill of lading, or by weight or measurement, at the option of the Department.
PART VI.—SPECIAL GOODS.
Under "The Public Works Act, 1876," the Governor is empowered to declare
certain descriptions of goods, or goods of beyond a certain value, to be "special
goods;" and unless such goods are declared by the consignors to be special goods,
and their value is stated in the consignment note, the Government is exempted from
all liability for their loss or damage beyond the following values, that is to say:---

The following have been declared to be special goods within the meaning of the
Act:---

Upon all special goods so declared an additional charge will be made of one-third
of the ordinary rate for every £100 or fraction of £100 of such declared value.
Any animal or package of a declared value of more than £500 will not be carried
except under a special contract.
PART VII.—CLASSIFICATION OF GOODS.
All goods carried on the railways will be charged under the class specified in this
classification.
Where goods of Classes A, B, C, D, are to be charged at a rate and a half or
double rate, the minimum charge is to be increased in the same proportion.
If any goods are required to be carried which are not mentioned in this classifica-
tion they shall be carried as Class A until the Minister shall determine in what
class they shall be charged.
If any package contains any of the goods specified in this list as "dangerous,"
the nature of the contents must be marked on the package, or written notice thereof
given to the officer in charge of the station. Any person neglecting to do so is
guilty of misdemeanour. The Railway Department is not bound to carry any such
goods on the railways.
Where goods are specified as "special," they will be carried as of the value
stated on the consignment note, upon payment of the additional charge stated in
Part V.—Special Goods.
Where goods are described as "packed," it is intended that they will only be
carried if properly packed in cases, casks, bags, crates, or otherwise, in the manner
in which such goods are usually packed in the trade, and that they will not be
carried loose or in bulk.
