Despatches.—Reduction in Number of Naval Cadet
Nominations—Termination of Treaties with Hon-
duras.

THE following despatches, received from Her
Majesty's Principal Secretary of State for the
Colonies, are published for general information.

SIR,—I have the honor to inform you, with reference
to the Earl of Carnarvon's circular despatch of the
19th February, 1875, that the Lords Commissioners
of the Admiralty have found themselves obliged to
reduce, from seven to four, the number of nominations
to naval cadetships placed annually at the disposal of
the Secretary of State for the Colonies.

  1. I am informed by the Lords Commissioners that
    when the seven nominations were first offered to the
    colonies the total annual number of cadets entered
    for the navy was over 180, and that even last year
    there were as many as 83 entries; but, in order to
    prevent the lists of sub-lieutenants and lieutenants
    from exceeding the number required by the service,
    their Lordships have now been compelled to limit the
    future entry to 55 cadets annually.

  2. As a part of the arrangements necessary to
    effect this reduction, it has been decided to deprive
    naval officers of most of the privileges hitherto
    awarded them, and it has become necessary to
    diminish the number of nominations given to the
    colonies; but, if the total number of cadets should
    again be increased, I should hope to obtain the pro-
    portion of nominations allotted to the colonies in-
    creased also.

  3. I have to add that, as the number of nomina-
    tions at my disposal will be so much reduced, you
    should be extremely careful to warn the friends of
    any candidate you may recommend that your appli-
    cation is necessarily made without any assurance that
    the Secretary of State will be able to give effect to
    your recommendation.

SIR,—I have the honor to inform you that, in pur-
suance of a notice given by the President of the
Republic of Honduras, the following treaties between
that country and Great Britain expired on the
under-mentioned dates.

  1. That of the 6th January, 1874, relating to Ex-
    tradition, on the 28th February, 1878.

  2. That of the 27th August, 1856, one of Friend-
    ship, Commerce, and Navigation, on the 28th August,

I regret that, through an oversight, this informa-
tion was only communicated to the West Indian
Colonies; and I have now to request that you will
cause the termination of the treaties in question to
be made known in the colony under your Govern-
ment.

Notice of Petition for certain Land to be added to
the Borough of South Invercargill.

HIS Excellency the Governor directs it to be noti-
fied that, unless within two months after the
publication of this notice a petition is presented to
His Excellency the Governor signed by not less
than one-third of the burgesses of the borough of
South Invercargill, or a petition signed by not less
than one-third of the resident householders in the
district proposed to be added to the aforesaid
borough, praying that such district may not be in-
corporated into the said borough, His Excellency
will, by Proclamation, incorporate into the said
borough the said district.

The boundaries of the district proposed to be in-
corporated are as follow:—

TO BE ADDED to MIDDLE WARD.

All that piece or parcel of land in the Southland
Division of the Provincial District of Otago, contain-
ing 477 acres 2 roods 27 poles, more or less, being
parts of Sections 7, 8, and 9, Block III., Invercargill
Hundred, also comprising Sections 39, 45, and 57,
and parts of Sections 40, 41, and 42, Block XIX.,
Invercargill Hundred, and also part of road-lines in
said Blocks III. and XIX.; commencing at the north-
east corner of Section 7, Block III., aforesaid; and
bounded by a line running due south, 350 links;
thence by a line running due east, 7600 links; again
due south, 2000 links; again due east, 5100 links;
again due south, 1630 links; thence due west, 1700
links; again due south, 50 links; again due west,
12210 links; thence at a bearing of 319° 29', a dis-
tance of 66 links; thence at a bearing of 300° 53', a
distance of 725 links; thence at a bearing of 329° 41',
a distance of 3238 links; thence by a line at a radius
of 60 chains, a distance of 910 links; again due east,
3912 links, to the commencing point.

TO BE ADDED TO SOUTH WARD.

Also all that other piece or parcel of land contain-
ing 231 acres 2 roods 2 poles, more or less, being
Sections 60, 43, and parts of Sections 40, 41, and 42,
and part of road-line in Block XIX., Invercargill
Hundred; commencing at the south-east corner of
Section 60 aforesaid; and bounded by a line running
due west, 3723 links; thence by a line at a bearing of
10° 23′ 45", a distance of 2346 links; again due west,
3146 links; thence by a line at a bearing of 153° 14',
a distance of 1541 links; thence by a line at a bear-
ing of 243° 14', a distance of 5208 links; thence by
a line at a bearing of 333° 16', a distance of 2000
links; thence by a line at a bearing of 345° 10', a
distance of 1387 links; thence by a line at a bearing
of 319° 29', a distance of 866 links; thence due east,
12210 links; and thence due south, 2358 links, to
the commencing point..
