Sydney, 20th March, 1880.
SIR,—I have the honor to bring to the notice of
your Excellency that I learn, from the official news-
papers of Santiago de Chile to hand by last mail, that
the ports on the coast of Peru up to the 19th degree
of southern latitude are in the possession of the forces
of the Republic of Chile; and I have reason to
believe that the Peruvian coast to the north of that
parallel is actually under blockade by the Chilian
fleet.
Although not officially informed of this by my
Government, consequent, I imagine, upon the delay
caused by inefficient postal arrangements, I consider
it my duty to place before your Excellency my con-
ception of the probable state of the Peruvian ports in
the interests of the commercial community of your
colony.

seventh section of "The Registration of Electors
Act, 1879," I hereby appoint the places mentioned
