Civil Service Travelling Allowances.—Additional Regulation.

ORDER IN COUNCIL.

At the Government House, at Wellington, this twelfth day of August, 1879.

Present:

HIS EXCELLENCY THE GOVERNOR IN COUNCIL.

IN pursuance of the powers and authorities conferred by “The Civil Service Act, 1866,” and of all other powers and authorities enabling him in that behalf, His Excellency the Governor, by and with the advice and consent of the Executive Council of the Colony of New Zealand, doth hereby make the following regulation in respect of travelling allowances to persons in the service of the Government, in addition to the regulations in that behalf made by an Order in Council dated the twenty-second day of August, one thousand eight hundred and seventy-eight:—

REGULATION.

PROVIDED that the Minister for each department may, in special cases in which the Public Service may so require it, direct that an allowance, either in excess or in diminution of the sum payable under the above-mentioned regulations, shall be paid to any officer employed in his department.

Exempting Telegraph Department from certain Regulations made under “The Public Revenues Act, 1878.”

ORDER IN COUNCIL.

At the Government House, at Wellington, this twelfth day of August, 1879.

Present:

HIS EXCELLENCY THE GOVERNOR IN COUNCIL.

WHEREAS by an Order in Council, bearing date the fourteenth day of June, one thousand eight hundred and seventy-nine, certain regulations were made under the authority of the eighty-fifth section of “The Public Revenues Act, 1878” (hereinafter called “the said Act”), providing for the purchase, receipt, safe custody, issue, and accounting for public property and public stores: And whereas it is expedient to exempt the Electric Telegraph Department from the operation of the aforesaid Order in Council:

Now, therefore, His Excellency the Governor of the Colony of New Zealand, by virtue and in pursuance of the powers and authorities in him vested by the said Act and “The Electric Telegraph Act, 1875,” and by and with the advice and consent of the Executive Council of the said colony, doth hereby exempt the Electric Telegraph Department, and all officers, clerks, and servants appointed under “The Electric Telegraph Act, 1875,” or any Act amending the same, from the operation of the aforesaid Order in Council, and the same is and are hereby exempted accordingly; and this present Order in Council shall come into force from and after the fifth day of August, one thousand eight hundred and seventy-nine.

Repealing Regulations for Purchase, Receipt, &c., of Public Property and Stores, so far as relates to the Railway Department, and substituting amended Regulations.

ORDER IN COUNCIL.

At the Government House, at Wellington, this twelfth day of August, 1879.

Present:

HIS EXCELLENCY THE GOVERNOR IN COUNCIL.

WHEREAS by Order in Council bearing date the fourteenth day of June, one thousand eight hundred and seventy-nine, published in the New Zealand Gazette of the nineteenth day of June, one thousand eight hundred and seventy-nine, certain regulations were made under the eighty-fifth section of “The Public Revenues Act, 1878:” And whereas it is expedient that so much of the said regulations as relate to railway stores should be repealed, and that other regulations should be made:

Now, therefore, His Excellency Sir Hercules George Robert Robinson, the Governor of the Colony of New Zealand, in exercise and pursuance of the powers and authorities conferred upon him by the said eighty-fifth section of “The Public Revenues Act, 1878,” and by and with the advice and consent of the Executive Council of the said colony, doth hereby repeal such portion of the aforesaid regulations of the fourteenth day of June, one thousand eight hundred and seventy-nine, as relate to railway stores, and doth also make the new regulations for the management and custody of railway stores, and for accounting for the same, contained in the Schedule hereto; and, with the like advice and consent, His Excellency the Governor as aforesaid doth hereby order that this Order in Council, and the regulations hereby made, shall have the full force of law from and after the first day of July, one thousand eight hundred and seventy-nine.


SCHEDULE.

SUPPLIES of stores shall be obtained by means of contracts, tenders being publicly advertised for.

Contracts shall run for a period of not less than one year, and not more than three years, at the discretion of the Hon. the Minister for Public Works.

The accounts for the supplies of stores sent in by the contractors and others shall be passed for payment under the signature of the Stores Managers, who, if the goods are under contract, shall certify that they are in accordance with the contract, if not under contract, that the price charged is reasonable.

Stores shall be issued by the storekeepers for the use of the departments upon requisition signed by the heads of departments, or by persons duly appointed by them, and lists of the persons authorized to make requisitions shall be furnished to the storekeepers.

For accounting purposes for each stores depot, an invoice-book and a day-book of the issues shall be kept.

A stores ledger also shall be established, in which a separate account shall be opened for each article kept in stock or purchased for use, and which shall deal with values as well as quantities.

This ledger shall be opened on a given date with the stock in hand of each article (quantity and value), and the account shall be debited with the quantity and value (as per invoice) of the particular article received from the contractor or other source of supply.

The credits shall be the total quantity and value of the several articles issued monthly to the several
