Downing Street, 19th February, 1879.
SIR,—I have the honor to transmit to you, at the
request of the Secretary of State for Foreign Affairs,
copies of a notice issued by the Italian Government
respecting a prize to be awarded by them for the
best essay on trees of the genus "Citrus," and I
have to request that you will take steps to bring this
information to the notice of those persons in the
colony under your Government as may be interested
in the matter.

NOTICE ISSUED BY THE ITALIAN MINISTRY OF
AGRICULTURE, INDUSTRY, AND COMMERCE.
[Communicated to Lord Salisbury by the Italian Ambassador
in London.]

THE Ministry of Agriculture, Industry, and Com-
merce, considering the opinion expressed at the
meeting of November 6, 1878, by the Commission
appointed to decide upon the competitions instituted
by Royal decree of February 14, 1877, in regard to
the essays "On the genus Citrus" presented to com-
pete for the prize of 3,000 lire, and which were
declared not deserving of the prize;

Considering that the reasons still exist for which it
was thought very beneficial to encourage a complete
study of the physical nature and biology of the
Hesperidæ, and for which the competition was in-
stituted;

Accepting the vote passed by the above-mentioned
Commission,

Decrees:

Article 1. A reward of 3,000 lire shall be assigned
to the author of the most complete and best mono-
graphic essay on the structure, the vital functions,
and the diseases of the acid fruits, or species and
varieties of the genus Citrus and kindred genera:
Provided that the said work, by a sufficient collection
of original observations and experiments, should
succeed in furnishing an important addition to the
present knowledge concerning such subjects, and
thereby supply a scientific criterion for the improve-
ment of the cultivation of these acid fruits, and for
the cure of their diseases.

Article 2. The date for sending in the works com-
peting for the said prize is fixed for the end of May,
1881.

Essays by Italians, or by foreigners written in
Italian, are admissible to the competition; but if
written in another language they must be accom-
panied by an Italian translation.

The essays sent in for competition are to be sent
to the Ministry of Agriculture, Industry, and Com-
merce, with the superscription, "Competition for the
Prizes for the best Essay on the genus Citrus," and
they must be distinguished by a motto, to be given
also on a sealed cover containing the name and
address of the author.

Article 3. The award upon the essays of the com-
petitors will be issued by the Commission appointed
in pursuance of the Royal decree of February 14,
1877, No. 3684, within ten months from the close of
the competition.

The cover that bears the motto of the essay to
which the reward is to be granted will be opened;
the covers corresponding with the unsuccessful essays
will be burnt unopened.

The copyright of the essays sent in for competition
is reserved to the respective authors; but the essay
that obtains the reward may be printed, entire or in
part, in the "Annals of Agriculture," published by
the Ministry of Agriculture, Industry, and Commerce.
The present decree will be registered at the Court
of Accounts.

of the Proclamation which has been issued by His
Excellency Major-General Sir Harry St. George
Ord, K.C.M.G., C.B., prohibiting the importation
into this colony of stock from any part of Nether-
lands-India.

WHEREAS I have been satisfied that there exists
among the cattle in the Island of Java a contagious
and infectious disease known as rinderpest: Now,
therefore, I, the said Governor, in exercise of the
powers in me vested, and in particular by "The Cattle
Diseases Ordinance, 1865," do, by this Proclamation,
with the advice of the Executive Council, prohibit
the importation into and landing of cattle in Western
Australia from the said Island of Java, and from all
