Timaru Racecourse Board appointed.

ORDER IN COUNCIL.
At the Government House, at Wellington, this
tenth day of May, 1879.
Present:
HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
WHEREAS by a Proclamation bearing date the
day of one thousand eight hun-
dred and seventy-three, made under the authority of
"The Canterbury Public Domains Act. 1872," cer-
tain powers were, in respect of certain lands therein
referred to, delegated by the Superintendent of the
Province of Canterbury to the persons named in the
said Proclamation:
Now, therefore, I, Sir Hercules George Robert
Robinson, the Governor of the Colony of New Zea-
land, by virtue and in exercise of the powers and
authorities in me vested by the said "Canterbury
Public Domains Act, 1872," and "The Abolition of
Provinces Act, 1876," and by and with the advice and
consent of the Executive Council of the said colony,
do hereby revoke the aforesaid Proclamation, and do
further hereby delegate, in respect of the lands com-
prised in the Schedule hereto, all the powers con-
ferred by the said Acts in respect of the said lands
to the under-mentioned persons, who shall be known
as "The Timaru Racecourse Board:"β

subject to the stipulations hereinafter contained, that
is to say,β

The Board shall meet at such times and places
as shall be from time to time appointed by the Chair-
man, or where it shall be convened by him; and the
business shall be conducted under such regulations
as shall be determined on by the Board. -
The Board shall keep proper minutes and re-
cords of its proceedings, and full accounts of its
receipts and expenditure; and a yearly statement of
the same, together with a general report of its pro-
ceedings, shall be forwarded to the Governor once in
every year. -
This delegation of powers to the Board shall
not in any way affect any lease or contract now in
force between the Superintendent and any person or
persons in respect of any portion of the land named
"The Timaru Racecourse Reserve" in the Schedule
to "The Public Domains Ordinance, 1872," nor any
agreement between the Superintendent and any
person or persons in respect of the dedication of any
portion of the said lands to any purpose of public
recreation or amusement.
SCHEDULE.
DESCRIPTION of Reserve 251 (in red), being site for a
racecourse in the Timaru District: One hundred
and ninety-seven acres, more or less, commencing at
a point on the western side of the South Road, the
same being the first bend or turn in the road north of
the north-eastern corner of Section 3789, following
the said road in a northerly direction a distance of
forty-one chains; thence westerly at a right angle a
distance of thirty-five chains fifty links; thence again
at a right angle southerly a distance of thirty-nine
chains ninety-eight links to the north-eastern boun-
dary of Section 7457, following south-easterly along
that boundary a distance of twenty-nine chains
eighty links to the north-western corner of the before-
mentioned Section 3789, following easterly along the
northern boundary thereof a distance of twenty-one
chains eighteen links to the road above mentioned;
and from thence returning along that road to the
commencing point.

Vesting a Reserve.

At the Government House, at Wellington, this
tenth day of May, 1879.
Present:
HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
WHEREAS the land mentioned in the Schedule
hereto was reserved on the twelfth day
of January, one thousand eight hundred and
seventy-seven, as sites for public buildings: And
whereas by a warrant under the hand of the
Governor, dated the eighteenth day of December,
one thousand eight hundred and seventy-eight, the
purpose of the said reserve was changed to a site
for offices for Patea County Council: And whereas,
in the opinion of the Governor, it is expedient to
vest the said land in the said Patea County Council:
Now, therefore, the Governor of the Colony of
New Zealand, by and with the advice and consent of
the Executive Council of the said colony, and in the
exercise of the powers and authorities vested in him
by the sixth section of "The Public Reserves Act
Amendment Act, 1878," doth hereby declare that,
from and after the tenth day of May, one thousand
eight hundred and seventy-nine, the said reserve
shall become vested in the said Patea County Council.

XXXV., Town of Carlyle, situate in the Provincial
District of Taranaki.

Delegation of Powers under the Lunatics Act relating
to the Discharge of Patients.

At the Government House, at Wellington, this
tenth day of May, 1879.
Present:
HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
WHEREAS by the fourth section of "The Luna-
tics Act, 1868" (hereinafter called "the said
Act"), it is enacted that it shall be lawful for the
Governor in Council from time to time to order or
direct that all or any of the powers, functions, duties,
and authorities vested in or required to be performed
by the Governor, or the Governor in Council, or the
Colonial Secretary, by the said Act, within any pro-
vince, or other district of the colony, shall be exercised
or performed by the Superintendent of any such pro-
vince, or by any other person the Governor may
think fit, subject however to any limitations or
restrictions as he may think fit; and thereupon such
functions, powers, duties, and authorities may, by
such Superintendent or other person, be exercised or
performed within the province or other district of
the colony specified in such order; and in like manner
to alter or revoke any such order:
And whereas by an Order in Council, bearing date
the sixth day of March, one thousand eight hundred
and seventy-nine, the powers granted to the Colonial
Secretary under the seventy-fourth and seventy-fifth
