and doth hereby delegate all the powers conferred by
the Act first above mentioned, except the powers
under or conferred by subsections five and ten of
section five and section eleven, to the Mayor, Coun-
cillors, and Burgesses of the Borough of Nelson
(herein referred to as "the Board"), subject to the
stipulations hereinafter contained, that is to say,---

The Board shall meet for the transaction of
business on the first Monday in each month, at
three o'clock in the afternoon, at the office of the
Chairman, or at such other time or place as may
from time to time be fixed by the Board. The first
meeting shall be held on Monday, the fifth day of
May, one thousand eight hundred and seventy-
nine. -
Special meetings may be convened by the
Chairman, or by any two members of the Board,
provided that two days' notice of such meeting be
given to each member, specifying the business to be
transacted at such special meeting; and no other
business than that so specified shall be transacted at
such meeting. -
Any three of the said Board shall form a
quorum. Any meeting may be adjourned from time
to time. -
The members of the Board shall at their first
meeting, and thereafter at any annual meeting to be
held on the first Monday in January in every suc-
ceeding year thereafter, elect one of themselves to be
Chairman, who may join in the discussion, and shall
have an original as well as a casting vote. The
Chairman shall hold office until the election of his
successor. -
If at any meeting the Chairman is not present
at the time appointed for holding the same, the mem-
bers present shall choose some one of their number
to be Chairman of such meeting. -
If, by resignation, death, or incapacity, or other-
wise, the office of the Chairman shall be or become
vacant, the members may at any monthly or special
meeting appoint a Chairman. -
All questions shall be determined by the ma-
jority of votes of the members of the Board present
at a meeting.

WHEREAS by the one hundred and forty-fourth
section of "The Land Act, 1877," it is enacted
that the Governor may from time to time, either by
general or particular description, and whether the
same has been surveyed or not, reserve from sale
temporarily, notwithstanding that the same may be
then held under pastoral license, any Crown lands
which, in his opinion, are required for any of the
purposes in the said section mentioned:
Now, therefore, I, Sir Hercules George Robert
Robinson, the Administrator of the Government of
the Colony of New Zealand, in exercise and pur-
suance of the powers and authorities vested in me
by the said Act, do hereby temporarily reserve from
sale the land in the Provincial District of Otago
described in the Schedule hereunder written, for
the purpose in the said Schedule specified.
SCHEDULE.
ALL that parcel of land in the Provincial District of
Otago, containing by admeasurement one (1) acre,
more or less, being Section numbered 1, Block III.,
Town of Fortrose. Bounded towards the North-west
by Firth Street, five hundred (500) links; towards
the North-east by Neva Street, forty-two (42) links;
towards the South-east by Lewis Street, five hundred
(500) links; towards the South-west by Moray
Terrace, one hundred and fifty-seven (157) links and
two hundred (200) links: as the same is delineated
on the plan deposited in the Survey Office, Inver-
cargill. For a ferry.
As witness the hand of His Excellency the
Administrator of the Government, this
eleventh day of April, one thousand
eight hundred and seventy-nine.

towards the North-east by East Street, 400 links;
towards the South-east by Lots 8 and 9, 520 links;
and towards the South-west by Lots 10 and 12, 406
links: be all the aforesaid linkages more or less. For
a cemetery.
As witness the hand of His Excellency the
Administrator of the Government, this
