Permission to the Council of the University of Otago to borrow Β£10,000.

WHEREAS by an Ordinance of the Superinten-
dent and Provincial Council of the Province
of Otago intituled "An Ordinance to incorporate
the University of Otago," it is, among other things,
enacted that it shall not be lawful for the said Uni-
versity to alienate, mortgage, charge, or demise any
lands, tenements, or hereditaments of which it shall
have become seized, or to which it may become en-
titled by grant, purchase, or otherwise, unless with
the approval of the Superintendent and Executive
Council of the said province for the time being,
except by way of lease for any term not exceeding
twenty-one years from the time when such lease
shall be made; and in and by such lease there shall
be reserved the highest rent that can be reasonably
obtained for the lands, tenements, and hereditaments
expressed to be thereby demised, without fine: And
whereas by the operation of "The Abolition of Pro-
vinces Act, 1875," all the powers and authorities
theretofore vested in the Superintendents of pro-
vinces became and are now vested in the Governor:
And whereas the Council of the said University are
desirous of borrowing a sum of money, not exceeding
ten thousand pounds, at interest, for the purpose of
erecting certain buildings and for other purposes
connected with the said University, and it will be
necessary that security should be given over the
property of the University, as hereinafter men-
tioned:
Now, therefore, I, James Prendergast, the Ad-
ministrator of the Government of the Colony of New
Zealand, in pursuance and exercise of every power
and authority enabling me in that behalf, do hereby
approve of the borrowing by the said University, for
the purposes aforesaid, of a sum not exceeding ten
thousand pounds, to be repaid with interest at a rate
not exceeding eight pounds per centum per annum ;
the repayment thereof, with interest, to be secured
in such manner as the Council of the said University
may think fit, by a mortgage or other charge upon the
rents and other revenues derived from any lands,
tenements, or hereditaments vested in the said Uni-
versity.
to Her Majesty the Queen; and in case of non-
payment thereof for me and in my name and on my
behalf to bring and prosecute all such actions or
suits, and take all such proceedings, in or before any
Court of competent jurisdiction as may be necessary
for recovering or obtaining payment of all such sums
of money, or any part thereof, in such manner and
form as may be authorized by law, and on payment
or receipt thereof to give valid receipts and dis-
charges for the same.

Authorizing C. D. Whitcombe to receive Payment
for Passages to the Colony.

IN pursuance of every power and authority
enabling me in that behalf, I, James Prender-
gast, the Administrator of the Government of the
Colony of New Zealand, do hereby authorize and em-
power Charles Douglas Whitcombe, Esquire, of New
Plymouth, in the Provincial District of Taranaki, in the
name and on behalf of Her Majesty the Queen, and
on my behalf, to ask for, demand, and receive pay-
ment of all sums of money now due, or that may
hereafter become due, owing, or payable, to Her said
Majesty by any person or persons for or in respect of
his or their promissory note or notes given to Her
said Majesty on account of passage moneys to the
said colony, and which moneys are due and payable
