The journals, ledgers, and depositors’ books to be used hereunder shall be supplied by the Minister of Education.

Interest may be allowed to each depositor, at a rate to be fixed by the School Committee on the recommendation of the managers, on every complete deposit, fixed in like manner by the School Committee. Such interest shall be calculated from the first day of the month following that in which the deposits are made to the last day of the month preceding that in which they are withdrawn; but it is recommended that no interest be allowed during the first year after the establishment of the Penny Bank.

The operations of the bank shall not in any way interfere with school work.

Strict secrecy must be observed respecting all deposits.

These regulations shall come into force upon the date hereof.

HIS EXCELLENCY THE ADMINISTRATOR OF THE GOVERNMENT IN COUNCIL.
WHEREAS by “The Court of Appeal Act, 1862,” and “The Court of Appeal Act Amendment Act, 1870,” it is enacted that the Court shall hold its sittings at such times and places as shall be from time to time fixed by the Governor in Council, and proclaimed in the Government Gazette thirty days at least before the times so fixed respectively:
Now, therefore, His Excellency the Administrator of the Government, with the advice and consent of the Executive Council of New Zealand, doth hereby fix that a sitting of the Court of Appeal of New Zealand shall be held within the Supreme Courthouse, in the City of Wellington, upon the twelfth day of May, one thousand eight hundred and seventy-nine, at eleven o’clock in the forenoon.

Terms and Conditions of Sale of Deferred-payment and Special Value Land in Canterbury.

ORDER IN COUNCIL.
At the Government House, at Wellington, this twentieth day of March, 1879.
Present:
HIS EXCELLENCY THE ADMINISTRATOR OF THE GOVERNMENT IN COUNCIL.
WHEREAS by “The Public Reserves Sale Act, 1878,” it is, among other things, enacted that the lands described in the Schedule may, at any time after the passing of the said Act, be sold by the Governor, upon such terms as shall be regulated by Order in Council:
And whereas the lands described in the Schedules hereto are required to be sold upon deferred payments, and as lands of special value, respectively, and it is expedient that the terms of such sale should be defined:
Now, therefore, His Excellency the Administrator of the Government of the Colony of New Zealand, by and with the advice and consent of the Executive Council of the said colony, and in exercise of the powers and authorities aforesaid, doth hereby order and direct that the land described in the Schedules hereto shall be sold upon the following terms, that is to say,—

The several parcels of land described in Schedule I. hereto shall be submitted to auction at the upset price set opposite thereto respectively.

The several parcels of land described in Schedule II. hereto shall be submitted to auction on deferred payments at the upset price set opposite thereto respectively.

At least one month’s notice of the date and place of the sale shall be given by the Commissioner of Crown Lands, by advertisement in at least one newspaper circulating in Canterbury, such notice to be inserted at least once in each week; and sale plans of the said lands shall, during at least one month preceding the date of sale, be exhibited in the Survey Office, Christchurch, for public inspection.

Sections 43 and 44 of “The Land Act, 1877,” are hereby declared to be part of the terms on which the lands described in Schedule I. shall be sold, and shall take effect accordingly.

Of the deferred-payment lands enumerated in Schedule II. hereto no one shall be entitled to purchase more than one section.

Sections 60, 61, 63, 64, 65, 66, 67, 68, 69, 70, 71, 72, and 73, of “The Land Act, 1877,” shall apply to this Order in Council, so far as they are consistent with these conditions.

Each purchaser will be required to make the declaration prescribed by section 62 of “The Land Act, 1877,” before receiving his license.

Each purchaser of one of the deferred-payment sections enumerated in Schedule II. hereto shall, immediately after the sale, pay one-twentieth of the purchase-money to the Receiver of Land Revenue for Canterbury, which payment shall be deemed to be a discharge of the license fee due on the 1st day of July next.

The purchaser of any lands described in Schedule I., upon the full payment of the purchase-money, and the purchaser of any lands described in Schedule II., upon the like payment, and also the fulfilment of the terms and conditions prescribed by “The Land Act, 1877,” relating to land on deferred payments, will be entitled to his Crown grant, to be issued in the usual way upon payment of the fees prescribed by law.
