Regulations for Elections of Boards of River Conservators within the Provincial District of Wellington.

A PROCLAMATION.

IN pursuance and exercise of every power and authority vested in me in that behalf under "The Wellington Rivers Act, 1876," and "The Abolition of Provinces Act, 1875," I, George Augustus Constantine, Marquis of Normanby, the Governor of the Colony of New Zealand, do hereby proclaim that the regulations contained in the Schedule hereto shall be the regulations for the conduct of all first and subsequent general elections of members of Boards of Conservators for any district heretofore or hereafter established under the first above mentioned Act, and of all elections for supplying vacancies that may occur in any such Boards.

SCHEDULE.

  1. Within sixty days after the constitution of a new district under "The Wellington Rivers Act, 1876," and forthwith after the term of office of any member of a Board of Conservators has expired, or a vacancy in any such Board has been notified to him, the Governor shall, by public notification posted in some conspicuous place in the district, and pub-
    lished twice at least in some newspaper having general circulation therein, summon a general meeting of the ratepayers of the district, to be held at such convenient time and place within the district as shall be stated in such notice, and in such notice the Governor shall appoint the Chairman of the meeting, who shall be the Presiding Officer to conduct the election.

  2. At such meeting the ratepayers aforesaid shall elect from amongst the whole body of the ratepayers of the district (as such ratepayers are hereinafter defined) a sufficient number of persons to be the Board of the district, or to supply the vacancies that have occurred, as may be the case.

Every candidate must be qualified as provided in section eight of the said Act.

  1. Every candidate shall be proposed by a ratepayer and seconded by another, and if at such meeting there shall be no more candidates proposed than the number of members of the Board to be elected, the Presiding Officer shall declare such candidate or candidates to be duly elected.

  2. Every ratepayer may vote for any number of candidates, not exceeding the number of persons to be elected.

  3. In the event of there being more candidates than the number of members to be elected, the Presiding Officer shall call for a show of hands separately in favour of each candidate; and after such show of hands shall declare the person or persons upon whom the election has fallen, unless a poll be forthwith demanded by some one of the candidates.

  4. If a poll be demanded the Presiding Officer
