Alteration in Rates for Light Dues, Ports of Tau-
ranga, Poverty Bay, Napier, and Wairoa.

ORDER IN COUNCIL.
At the Government House, at Auckland, this
thirteenth day of March, 1878.
Present :
HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
WHEREAS by "The Marine Act, 1867," it is,
among other things, enacted that the Governor
may fix the various rates of lighthouse dues, not ex-
ceeding those specified in the said Act, which shall
be payable at any port or ports within the colony, in
respect of all vessels arriving at and of all vessels
leaving such ports, by the master of every such
vessel, and such dues from time to time to alter:
And whereas by Order in Council dated the seven-
teenth day of October, one thousand eight hundred
and seventy-six, certain light dues were fixed for the
ports mentioned in the Schedule thereunto attached:
And whereas it is expedient to alter the rates of dues
leviable at certain ports:
Now, therefore, His Excellency the Governor, by
and with the advice and consent of the Executive
Council of New Zealand, and in exercise and pur-
suance of the above-recited power and authority,
doth order that, on and after the first day of April
next, in lieu of the light dues leviable under the
said recited Order in Council at the Ports of Tau-
ranga, Poverty Bay, Napier, and Wairoa, there shall
be leviable the light dues which are specified in the
third column of the Schedule hereto annexed, and
therein set opposite the name of the port at which
they shall be leviable; and from and after the date
aforesaid, the light dues made leviable at the said
ports, under and by virtue of the said recited Order
in Council, shall cease and determine:
And, with the like advice and consent, His Excel-
lency the Governor doth further order that light dues
in respect of a vessel bound from a port in New Zea-
land to a port at which light dues are leviable, but at
which there is no officer of Customs employed in the
collection of the revenue, shall be paid at the port of
departure; and that any vessel from any place out
of New Zealand, calling at a port where light dues
are not charged for such voyage, shall, on arriving at
any other port where light dues are chargeable on
vessels arriving from such voyage, be charged the
same rate as if she had arrived at such port direct.

The term "colonial trading vessel" where used in this Order
in Council shall mean and include all vesssels actually trading
between New Zealand and any port within the Australian
Colonies, including Tasmania, or between New Zealand and any
of the islands lying between the parallels of thirty degrees
North and thirty degrees of South latitude, and the meridians
of one hundred and fifty-five degrees East and one hundred and
thirty degrees West longitude; and the term "coasting vessels"
and "coasters" shall mean and include all vessels while em-
ployed in trading from any one part of the colony to any other
part thereof.

Education Boards Accounts Regulations.

ORDER IN COUNCIL.
At the Government House, at Auckland, this
thirteenth day of March, 1878.
Present :
HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
WHEREAS by "The Education Act, 1877," (here-
inafter called "the said Act"), it is enacted
that Education Boards shall keep full and true
accounts, in which shall be entered every sum
received into and paid out of the Board Fund, in the
order of date of each such receipt and payment, in-
cluding all moneys received from rates or profits
derived from lands or other property vested in the
Board, and that all such accounts shall be rendered
annually, or at such periods as may be prescribed by
regulations, and shall be audited by an Auditor to be
appointed by the Governor :
And whereas by the said Act it is also enacted
that the Governor in Council may make regulations
for the purposes therein mentioned, and as may be
necessary to secure the due administration of the
said Act:
Now, therefore, His Excellency the Governor of the
Colony of New Zealand, by and with the advice and
consent of the Executive Council of the said colony,
doth hereby make the following regulations, that is
to say,-

Every Education Board shall, during the month
of March in the present and every succeeding year,
cause its accounts to be made up for the year ending
the thirty-first day of December previous, and shall
submit the same for audit to the Auditor appointed
for the purposes of the said Act, in or for the district
for which such Board is constituted. -
Every such Auditor shall have access to all the
books and accounts of the Board and any of its officers,
and shall examine the general statement of the
receipts and expenditure of the Board, and verify
the same with the accounts and vouchers relating
thereto, and shall either certify under his hand the
same as found by him to be correct, duly vouched,
and in accordance with law, or specially report to the
Minister of Education holding office for the time
being under "The Education Act, 1877," in what
respects he finds it incorrect, unvouched, or not in
accordance with law.
