NOTICE.
INCORPORATED TOWN OF SOUTH INVERCARGILL.
WHEREAS by the twenty-eighth section of "The
Otago Municipal Corporations Ordinance,
1865," it is provided that no person elected to be
Mayor, Councillor, or Auditor under the said Ordi-
nance shall be capable of acting as such until he
shall first, in the presence of any two Councillors
have made and subscribed the declaration therein set
forth: Provided that, at the first elections under
the said Ordinance for any incorporated town, such
declaration shall be made before a person to be
appointed for that purpose by the Superintendent of
Otago: And whereas by section seven of "The
Abolition of Provinces Act, 1875," it is, among other
things, enacted that all powers, duties, and functions
which immediately before the date of the abolition
of any province under the said Act were vested in
the Superintendent of such abolished province should,
on the date of the abolition of such province, and
for the purposes of the district included within such
abolished province, vest in and be exercised and per-
formed by the Governor:
Now, therefore, I, George Augustus Constantine,
Marquis of Normanby, the Governor of the Colony
of New Zealand, do, hereby, in pursuance of all
powers in this behalf vested in me, appoint
HENRY MCCULLOCH, Esq., Resident Magistrate,
as and to be the person before whom the persons
elected as Mayor, Councillors, and Auditors re-
spectively, at the first elections under the said
Ordinance for the Incorporated Town of South
Invercargill, shall make and subscribe the declara-
tion specified in the said twenty-eighth section of the
said Ordinance.
Given under the hand of His Excellency the

Mulgrave, Viscount Normanby, and
Baron Mulgrave of Mulgrave, all in the
County of York, in the Peerage of the

SIR, -I have the honor to forward you my Report
for the year ending 29th December, 1876.
I am happy to say I have succeeded in collecting
all assessments.
With regard to the state of sheep in my district,
I very much regret that scab still exists in some of
the flocks, although to only a slight extent, except in
one instance, there being only one flock that is really
badly infected. And I trust that, through the exer-
tions of the owners of infected sheep, and the
