Regulations for First Election of Members of Elles-
mere and Forsyth Reclamation Trust.

A PROCLAMATION.
IN pursuance of the power and authority vested in
me by the fifth section of "The Ellesmere and
Forsyth Reclamation and Akaroa Railway Trust Act,
1876," I, George Augustus Constantine, Marquis of
Normanby, the Governor of the Colony of New
Zealand, do hereby make and proclaim the following
Regulations for the first election of the members of
the Ellesmere and Forsyth Reclamation and Akaroa
Railway Trust:-
REGULATIONS.
- In the construction of these Regulations, the
following terms and expressions shall have the
meanings hereby assigned to them respectively,
unless the context requires a different construction :
"The Act" means "The Ellesmere and Forsyth
Reclamation and Akaroa Railway Trust Act,
1876."
"Returning Officer" means the person appointed
under the Act to conduct the first elections in
each district.
"District" means any one of the road districts
mentioned in the First Schedule to the Act.
"Borough" means the Borough of Akaroa.
"Clerk" means the Clerk of the Road Board
for the district, or the Town Clerk of
the borough, as the case may be, and shall
include any person acting as or fulfilling the
duties of such Clerks respectively.
"Gazette" means the New Zealand Gazette.

The Returning Officer shall, in the district for
which he is appointed, do all things required touch-
ing the conduct of the first elections of members of
the Trust; and, in so far as may be consistent with
the Act and these Regulations, such first elections
shall be held and taken in manner required by "The
Regulation of Local Elections Act, 1876;" and the
first elections shall be held on the ninth day of
February next. -
The places hereinafter mentioned are hereby
fixed as the places at which the poll shall be taken
for the first election of members of the Trust:---
Polling Place.
Wainui School-house
Little River School-room
Ellesmere Road Board Office, Leeston
Road Board Office, Springston
The Court House
Name of District.
Akaroa and
Wainui.
Little River.
Ellesmere.
The Springs.
The Borough
of Akaroa.

The voters' rolls for the first election of the
members of the Trusts shall be prepared by the Clerks
in each district and in the borough respectively, within
ten days from the publication hereof in the Gazette. -
Such rolls shall be formed by placing thereon
the name of every ratepayer who, under the pro-
visions of the Act, is entitled to vote at an election
of a member of the Trust; and upon every voters'
roll, opposite the name of each voter, in such form as
may be most convenient, there shall be placed the
number of votes which each voter is entitled to give
at any such election. -
The rolls so to be formed may be partly written
and partly printed, or wholly written or printed, as
may be most convenient, and shall, within fourteen days
from the publication hereof in the Gazette, be severally
published by each Clerk, by affixing the same to the
outer door of the Resident Magistrate's Court House,
if there be one in the district or borough, or, if there
be no such Court House, then in or on some other
public and conspicuous place in such district. -
Every roll so affixed shall be signed by the
Clerk and countersigned by the Chairman of the
Road Board in the district to which it relates, and by
the Mayor in respect of the borough.
If any Chairman or the Mayor is absent from the
district or borough, then the roll shall be signed by
two members of the Road Board or Council, as the
case may require; and such rolls, so published as
aforesaid, shall be the voters' rolls to be used re-
spectively at the first elections of the members of
the Trust.
