Kumara Special Licensing District.

A PROCLAMATION.
W HEREAS by "The Licensing Act 1873 Amend-
ment Act, 1874," it is, among other things,
provided that in order to make provision for the
granting of licenses on gold fields, and in outlying
districts, it shall be lawful for the Governor from
time to time to proclaim any district in any province
of the colony, the boundaries whereof shall be
defined in such Proclamation, to be a special licensing
district, and the boundaries of such district
time to time to alter, and to abolish any such district:
And whereas by a Proclamation dated the nine-
teenth day of July, one thousand eight hundred and
seventy-six, a special licensing district called, "The
Kumara Special Licensing District," was constituted
within the Province of Westland: And whereas by a
Proclamation dated the Thirty-first day of October,
one thousand eight hundred and seventy-six, the
boundaries of the said district were altered as therein
defined: And whereas it is expedient to further alter
the boundaries of the said district.
Now, therefore, I, George Augustus Constantine,
Marquis of Normanby, the Governor of the Colony
of New Zealand, in virtue of the powers conferred
upon me by the said recited Act, do hereby proclaim
and declare that from and after the date hereof the
boundaries of the Kumara Special Licensing Dis-
trict shall be altered, and that henceforth the boun-
daries thereof shall be as defined and described in the
Schedule hereto.
SCHEDULE.
On the Southward by the Chesterfield Road, part of
the Greenstone Road, and the Junction Road (Loop-
line); on the South-eastward by the Christchurch
Road and by the western bank of the Waimea or
Blake River; on the Northward by the south bank
of the Teremakau River; and on the Westward by
the sea coast to the Chesterfield Road aforesaid.
Given under the hand of His Excellency the
Most Honorable George Augustus Con-
stantine, Marquis of Normanby, Earl of
Mulgrave, Viscount Normanby, and Baron
Mulgrave of Mulgrave, all in the County
of York, in the Peerage of the United
Kingdom; and Baron Mulgrave of New
Ross, in the County of Wexford, in the
Peerage of Ireland; a Member of Her
Majesty's Most Honorable Privy Coun-
cil; Knight Commander of the Most
Distinguished Order of Saint Michael and
Saint George; Governor and Commander-
in-Chief in and over Her Majesty's Colony
of New Zealand and its Dependencies,
and Vice-Admiral of the same; and
issued under the Seal of the said Colony,
at the Government House, at Wellington,
this tenth day of April, in the year
of our Lord one thousand eight hundred
and seventy-seven.

ORDER IN COUNCIL.
At the Government House, at Wellington, this
tenth day of April, 1877.
Present:
HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
W HEREAS by the thirty-ninth section of "The
Licensing Act 1873 Amendment Act, 1874,"
it is, among other things, enacted that, in order to
make provision for the granting of licenses on gold
fields and in outlying districts, it shall be lawful for
the Governor from time to time to proclaim any
district in any province of the colony, the boundaries
whereof shall be defined in such Proclamation, to be a
special licensing district, and the boundaries of such
district from time to time to alter, and to abolish any
such district: Provided that it shall be lawful for the
Legislature of any province in which any such districts
may be proclaimed, to provide and declare what fees
shall be payable for any such license, to attach con-
ditions to the exercise and duration of any such license,
and to impose upon the licensee such duties, liabilities,
and obligations as shall be thought fit, and subject to
the said Act to prescribe the forms, time, and mode
of granting any such licenses:
Provided further, that until any such Legislature
shall have passed any such Ordinance as aforesaid, it
shall be lawful for the Governor in Council to make
any regulations for all or any of the purposes for
which any such Ordinance may or can be passed under
or by virtue of the now reciting section, and all such
regulations shall be made with the consent of the
Superintendent of the Province in which they are to
take effect:
And whereas by a Proclamation bearing date the
nineteenth day of July, one thousand eight hundred
and seventy-six, a special licensing district, called
"The Kumara Special Licensing District," was con-
stituted within the late Province of Westland:
And whereas by a Proclamation dated the thirty-
first day of October, one thousand eight hundred and
seventy-six, the boundaries of the said district were
altered as therein mentioned, and by a Proclamation
of even date herewith the boundaries of the said dis-
trict were further altered as therein mentioned:
And whereas by three several Proclamations bear-
ing date respectively the nineteenth day of July, one
thousand eight hundred and seventy-six; the nine-
teenth day of September, one thousand eight hundred
and seventy-six; and the twenty-sixth day of Sep-
tember, one thousand eight hundred and seventy-six,
the Governor did make certain regulations for the
said special district, and it is expedient to revoke such
regulations:
And whereas the Legislature of the said province
has not passed any Ordinance for the purposes men-
tioned in the hereinbefore recited section, and it is
expedient that regulations should be made for such
purposes in the said district:
And whereas by "The Abolition of Provinces Act,
1876," the powers, duties, and functions vested in or
to be exercised or performed by the Superintendent
of the said Province of Westland, either alone or with
the advice and consent of or on the recommendation
of the Executive or Provincial Council of such pro-
vince, are now vested in and are to be executed and
performed by the Governor.
Now, therefore, His Excellency the Governor, by
and with the advice and consent of the Executive
Council of the Colony, in pursuance and exercise of
the power and authority vested in him in this behalf,
doth hereby revoke the regulations contained in thesaid
three Proclamations dated respectively the nineteenth
day of July, one thousand eight hundred and seventy-
six; the nineteenth day of September, one thousand
eight hundred and seventy-six; and the twenty-sixth
day of September, one thousand eight hundred and
seventy-six; and doth hereby, with the like advice
and consent, make the following Regulations for the
Kumara Special Licensing District aforesaid.
