HIS Excellency the Governor has been pleased to
appoint
JOHN RYAN, Esq.,
to be Registrar of Marriages, and of Births, Deaths,
and Marriages, and also Vaccination Inspector, for
the District of Hampden, as the same is defined in
Proclamation of the 7th day of November, 1873, and
published in the New Zealand Gazette, No. 66, of the
13th day of November, 1873.

PROCLAMATION.
In pursuance of the powers vested in me in this
behalf, I, William Rolleston, Superintendent of the
Province of Canterbury, by and with the advice and
consent of the Executive Council thereof, do hereby
make the following Regulations for the conduct and
management of the Lunatic Asylum, at Sunnyside,
in the said Province.
Given under my hand, at Christchurch, this
seventeenth day of January, one thousand
eight hundred and seventy-five.

JAMES STEPHENSON CLENDON, Esq.,
to be Registrar of Marriages, and of Births, Deaths,
and Marriages, and also Vaccination Inspector, for
the District of Helensville, as the same is defined in
Proclamation of the 24th day of October, and pub-
lished in the New Zealand Gazette, No. 57, of the
25th day of October, 1871.

RULES, REGULATIONS, &c.
I.—GENERAL MANAGEMENT.
-
The Keeper shall have the general control of
the Institution, subject to instructions from time to
time from the Provincial Government, and be re-
sponsible for the safe custody of the patients and for
giving effect to all general rules and regulations, and
also for all public property of whatsoever kind
belonging to the Asylum. He shall cause an accu-
rate statement to be made of all such property, and
a record to be kept of any additions thereto or de-
ductions therefrom. -
The Keeper shall on no occasion leave the
Asylum grounds until he has handed over charge to
the Head Attendant and Matron. -
The Keeper shall note for verbal report to the
Inspector on the occasion of any visit, any extra-
ordinary occurrence which shall have happened at
the Asylum since his last visit. -
The Keeper shall go through every ward and
see every patient in the Asylum buildings at least once
daily, unless unavoidably prevented, noting his visit
in a Diary which shall be kept for that purpose. -
The Medical Officer shall see every patient and
go through every ward at least every second day, and
oftener if required. -
The Officers and Attendants of the Asylum shall
assist the Medical Officer in every possible manner
in reference to the medical treatment of the patients,
and shall at once inform him of any case requiring
particular attention. -
The Matron shall be responsible to the Keeper
for the cleanliness of the female patients, their wards,
bedding, &c.

133 of “The Municipal Corporations Act, 1867,”
the name of the under-mentioned person has been
sent in to this office by the Chairman of the Meeting
of Town Councillors as having been elected Mayor
of the Borough of Napier :—
