that the following Rules shall come into force on and
after Monday, the third day of January, 1876:-

  1. Rule 167, "Regulæ Generales, 1856," is hereby
    repealed, and the following Rule substituted:- Costs
    in the cause shall be paid by the party against whom
    judgment shall be given: provided, that if the plain-
    tiff in any action for the recovery of damages shall
    recover by the verdict of the jury less damages than
    forty shillings, such plaintiff shall not be entitled to
    any costs whatsoever, unless the Judge shall immedi-
    ately afterwards certify upon the record that the
    action was brought to try a right other than the mere
    right to recover damages in the action, or that the
    trespass or grievance in respect of which the action
    was brought was one in respect of which, in his
    opinion, it was reasonable such action should have
    been brought.
  2. If the sole plaintiff in an action be an infant
    suing by his next friend, the Court, or a Judge, may,
    on application of the defendant, order security to be

given for the costs of the action to the satisfaction of
the Registrar, and may direct that in the meantime
the proceedings be stayed.
3. The minimum fee charged for copying docu-
ments, or for office copies, shall be one shilling. In
case the fees payable for any copy under Rule 2,
"Regulæ Generales, 1866," involve a fraction of a
shilling, an entire shilling shall be payable instead
of the fractional part.
4. In the taxation of costs in actions for specific
relief, the Registrars shall guide themselves by the
scale of costs in use for the time being in the Court
of Chancery, as far as the same may be applicable to
the circumstances of the colony.

N.B.--Although the Auckland and Hokitika Hospitals are situated outside the boundaries of the respective boroughs, yet
the deaths in them have, for the sake of uniformity, been included in this Report.
The population has b been estimated by adding the excess of births over deaths since the 1st March, 1874, to the then census
population. It is impossible to estimate the increase from immigration.
The births were 11 more than in October.
The deaths were 15 less in number than the deaths in October.
Of the deaths, males contributed 72; females, 42: 38 of the deaths were of children under 5 years of age, being 33-33
per cent. of the whole number; 26 of these were of children under 1 year of age.
There were 4 deaths of persons of 65 years of age and over-namely, 3 males and 1 female. The males were aged 85, 83,
and 73; 2 died at Auckland, 1 in Wellington. The female was 65 years of age; she died in Auckland.

THE following Table shows the Causes of the Deaths of Persons of both Sexes under 5 years of age and 5 years and upwards, and
the Proportions per Cent. of Deaths from each cause in the Boroughs named, and that were registered, during the Month of
November, 1875.
