Notice under Section 12 of "The Public Revenues
Act, 1872."

Treasury,
Wellington, 10th May, 1875.

OFFICERS holding advances of Public Money are
hereby required to pay to the Public Account,
at the nearest branch of the Bank of New Zealand,
the total unexpended balances in their hands on or
before Saturday, the 26th day of June proximo, so as
to close absolutely all Advance Accounts on that
date, and forthwith to transmit the Bank Receipt for
such repayments to the Treasury at Wellington.
As respects disbursements which officers may re-
quire to make between the date of refund of their
balances and the 30th June, special requisitions for
the amount required are to be made by telegram, but
such requisitions are not to include provision for
expenditure of the financial year 1875-76. Sums
required for the service of that year are to be applied
for by post in the usual form.

THE following extract from the Harbour Regula-
tions made under "The Marine Act, 1867," is
republished for general information.

VII.β€”GUNPOWDER.

  1. All vessels arriving at any port or harbour of
    the colony, having gunpowder on board exceeding
    fifty pounds weight, shall hoist a red flag at the main,
    and remain at the regular "gunpowder anchorage,"
    until such gunpowder be taken out of the vessel.
  2. No gunpowder shall be landed or shipped at
    any port except at such places as may be from time
    to time appointed, and then only under the super-
    vision of the Harbour Master or other duly authorized
    officer of the port.
  3. No gunpowder shall be received on board of
    any vessel in excess of any quantity necessary to
    make up her store to fifty pounds, except at the usual
    gunpowder anchorage.
  4. No gunpowder is to be either received or issued
    by the keeper of the magazine, except between the
    hours of seven in the morning and five in the after-
    noon.
  5. The master of every vessel from which gun-
    powder has been landed shall cause the same to be
    conveyed to the magazine immediately after its being
    landed.
  6. All gunpowder so landed must be packed in
    barrels, containing not more than one hundredweight,
    closely jointed and hooped, without any iron about
    the packages, and so secured that no portion of the
    gunpowder be in danger of being scattered in carriage.
  7. All boats used for the conveyance of gun-
    powder to or from vessels from or to the shore or
    other vessels are to be provided with tarpaulins, and
    to be properly housed over, and to have a red flag
    flying when powder is on board.
  8. No fire or light is to be burning on board of any
    vessel or boat during the time gunpowder is being dis-
    charged from or taken on board of such vessel or boat.
  9. Any person offending against any provision of
    any of the foregoing regulations respecting vessels or
    boats having gunpowder on board, and the landing
    and shipment of the same, shall be liable to a penalty
    not exceeding fifty pounds for every such offence.

BY-LAWS.

  1. The term "gunpowder" in the said By-laws
    and Regulations shall mean gunpowder in bulk, or
    made up in canisters or cases, or in the form of
    cartridges, and also shall include and mean fireworks,
    gun-cotton, nitro-glycerine, nitroleum, or any similar
    preparation or compound which is used or may be
    used for blasting purposes, or which, when struck or
