wife and children, or otherwise, as in the eighth
section of the said last-mentioned Act provided, it
shall be lawful for the Commissioner, upon the pro-
duction to him of the said policy, and of such deed or
writing made or executed as aforesaid, together with
such evidence as the Commissioner may reasonably
require, that such deed or writing was in good faith
made or executed on or before the said date, to certify
upon the said policy that it appears to him that the
said insurance was in good faith intended to be made
for the person or persons, or class of persons, and in
the manner in such deed or writing particularly men-
tioned.
Commissioner to be sole judge of good faith of application.
29. The Commissioner shall be the sole judge of
the good faith of any person desiring to avail him-
self of the provisions of the last preceding section,
and may refuse to allow any application made to
him thereunder.

Effect of Certificate.
30. Upon the granting of any such certificate as
hereinbefore provided, the policy in respect of which
the same shall be granted, and the insurance thereby
effected, shall enure for the benefit of the person or
persons, or class of persons named or referred to in
any such deed or writing as aforesaid, as fully and
effectually as if such insurance had been made for
his, her, or their benefit, in the manner required by
the eighth section of the said last-mentioned Act.
Limit of time within which application may be made.
31. All proceedings taken to obtain the Commis-
sioner's certificate under the twenty-eighth section
of this Act shall be taken within twelve calendar
months after the passing hereof, and not afterwards;
and the Commissioner shall as soon as conveniently
may be after the passing of this Act cause the pur-
port of the provisions of the three preceding sections
of this Act to be publicly notified in such manner as
he may think fit.

N.B.βThe Auckland and Hokitika Hospitals are outside the boundaries of the respective boroughs.
The persons on board ships are not included in the numbers of the population.
The births were 292 in September, against 316 in August, while the deaths were 13 more in number than the deaths in
August.
Of the deaths, males contributed 60; females, 61: 61 of the deaths were of children under 5 years of age, being 50*41 of the
whole number; 34 of these were of children under 1 year of age.
The deaths of children under 5 years of age exceeded those in August by 8.
Five females died aged respectively 66 (2), 70, 79, and 81 years; 4 males died between the ages of 65 and upwards, the
oldest being 78.
Five of the above 9 deaths occurred in Wellington, 2 in Dunedin, 1 in Christchurch, and 1 in Auckland.
The following Table shows the Causes of the Deaths of Persons of both Sexes under 5 years of age and 5 years and upwards, and
the proportions per cent. of Deaths from each cause in the Boroughs named, and that were registered, during the month of
September, 1874.
