Colony Courts of Record, to be called District Courts,
and the Governor is empowered from time to time,
by notification in the New Zealand Gazette, to fix the
times and places within the district at which every
such Court shall be held: And whereas by "The
District Courts Act Amendment Act, 1865," it is
provided that as to the times of the holding of such
Courts it shall be sufficient for the Governor, if he
shall so think fit, to fix the interval only within which
such Courts shall be held at each place; and it shall
in such case be lawful for the Judge of such Court to
fix the particular times and days for the holding of
such Courts in the manner and subject to the pro-
visions therein contained:

And whereas by Warrant bearing date the seven-
teenth day of November, one thousand eight hundred
and seventy-three, certain intervals were fixed for
Sessions of the East Coast District Court at Napier,
Waipawa, and Gisborne, and it is expedient to make
other arrangements in lieu thereof:

Now therefore, I, Sir James Fergusson, Baronet,
the Governor of the Colony of New Zealand, do
hereby, in pursuance and exercise of the said power
and authority, fix that Sessions of the East Coast
District Court for civil business only shall be held in
every year in the Provincial Government Buildings
at Napier, and at the Court Houses at Waipawa and
Gisborne, in the East Coast District, at the intervals
mentioned in the said Warrant of the seventeenth
day of November last; and from and after the
seventeenth day of March instant, for criminal busi-
ness only, in the Provincial Buildings at Napier
aforesaid, once in every two calendar months in
every year, the first of such Sessions for criminal
business being held on the sixteenth day of May
now next ensuing.

As witness the hand of His Excellency the
Governor, this twelfth day of March,
one thousand eight hundred and seventy-
four.

Rules and Regulations under which Rakaia Bridge
will be open for Ordinary Traffic.

JAMES FERGUSSON, Governor.

IN pursuance of all powers and authorities vested
in me for that purpose, I, Sir James Fergusson,
Baronet, the Governor of the Colony of New
Zealand, do hereby make the following Regulations
authorizing traffic on, along, or across the Rakaia
Bridge, on the Great Southern Railway, in the Pro-
vince of Canterbury, and fixing the times or occasions
during or on which such traffic shall be allowed, and
generally regulating such traffic, that is to say,—

  1. All horses crossing the bridge should be driven
    in harness, or led by bridle or halter; and cattle and
    sheep, &c., must have a man behind and before them.
  2. Horses or light-wheeled vehicles will not be
    allowed to enter upon the bridge within fifteen
    minutes, drays within thirty minutes, and cattle and
    sheep or pigs within one hour, of the advertised time
    of arrival and departure of any train from the
    Rakaia Railway Station.
  3. Horsemen or wheeled vehicles will not be
    allowed to travel at a greater rate than six miles an
    hour across the bridge.
  4. Traction engines, or engines employed in agri-
    culture, flax-dressing, or any other purpose, will not

be permitted on the bridge otherwise than on the
goods waggons in use on the Provincial Government
Railways.

  1. No greater weight than two tons gross on any
    one pair of wheels with tires less than five inches
    wide will be permitted to cross the bridge.

  2. In the event of a special train, the Provincial
    Government shall have the power to put in force the
    same restrictions as described in clause 2 for adver-
    tised trains.

  3. Any damage done to any part of the bridge by
    the contravention of any of the foregoing rules may
    be recovered by a summary process; and any person
    or persons entering upon the bridge within the pro-
    hibited hours, or resisting the gatekeepers in the
    execution of their duties, will be subject to a penalty
    hereinafter mentioned.

  4. Any person in a state of intoxication will not
    be permitted to enter upon the bridge whilst in such
    condition.

  5. Any person offending against any of these regu-
    lations will be liable to a penalty not exceeding ten
    pounds.

nineteenth day of February, one thousand
eight hundred and seventy-four.

Appointing Resident Magistrate for Matakohe, Manga-
wai, Port Albert, Mahurangi, Tokatoka, and Kai-
para Districts, under "The Licensing Act, 1873."

JAMES FERGUSSON, Governor.

WHEREAS by "The Licensing Act, 1873," it is
enacted that the provisions of the said Act
shall be carried into effect in every district by such
Resident Magistrate as shall be appointed for the
purpose by the Governor by Warrant notified in the
Government Gazette, whether he be the Resident
Magistrate acting within the district for other pur-
poses or not: And whereas under the powers con-
tained in the said Act certain districts have been
proclaimed for the purposes thereof:

Now therefore, I, Sir James Fergusson, Baronet,
the Governor of the Colony of New Zealand, in pur-
suance and exercise of every power and authority
vested in me in that behalf, do hereby appoint

HENRY TACY KEMP, Esq.,

to be the Resident Magistrate for the purpose of
carrying into effect the provisions of the said Act
within the Districts of Matakohe, Mangawai, Port
Albert, Mahurangi, Tokatoka, and Kaipara, vice
John Rogan, Esq.

Given under the hand of His Excellency the
Right Honorable Sir James Fergusson,
Baronet, a Member of Her Majesty's
Most Honorable Privy Council, Governor
and Commander-in-Chief in and over Her
Majesty's Colony of New Zealand and its
Dependencies, and Vice-Admiral of the
same, at the Government House, at Wel-
lington, this eleventh day of March, in
the year of our Lord one thousand
eight hundred and seventy-four.
