lawful for the Governor in Council from time to
time to make such Rules and Regulations, not
inconsistent with the provisions of the said Act, as
may appear to be necessary and expedient for the
purposes of the said Act:
Now therefore, His Excellency the Officer Ad-
ministering the Government, by and with the advice
and consent of the Executive Council of the Colony
of New Zealand, and in exercise and pursuance of
the above recited power and authority, doth hereby
make the following Rules and Regulations for the
purposes of the said Act, in addition to the Rules
and Regulations made by Order in Council, dated
the twentieth day of September, one thousand eight
hundred and seventy-one, and published in the New
Zealand Gazette of the twenty-third day of Septem-
ber, one thousand eight hundred and seventy-one :—
In lieu of numbers 12 and 14 of the said Regula-
tions, the following Regulation is hereby made :—
- All specifications relating to applications for
Letters Patent and left at the Patent Office, or
afterwards required or allowed to be deposited by
the Patent Officer, must be written in a large, legible
hand, and shall be in the form contained in the First
Schedule to "The Patents Act, 1870," or to the like
effect; and after describing the details of the inven-
tion with precision, shall contain a distinct claim for
the especial novelty thereof, and shall be written
bookwise upon both sides of one or more skin or
skins of parchment, and every page thereof shall be
of the exact size of twenty inches in length by fifteen
inches in breadth, leaving a margin of at least one
inch and a half on each side of every such page, in
order and to the intent that the same may be bound
into books for safe custody.
Every copy of any such specification shall be legibly
written upon pages of foolscap paper, and upon one
side only of each page, leaving a margin of about one
inch and a half on the left-hand side of the page.
The drawings (if any) accompanying such specifica-
tion may be made, if necessary, upon larger sheets
of parchment or tracing cloth, leaving a margin of
at least one inch and a half on each side of every
such sheet. As the copies of such drawings will be
photo-lithographed on a greatly reduced scale by the
Patent Office, the following directions must be ob-
served in making such copies:—
a. Drawing paper, tracing paper, or tracing
cloth may be used; should be as white, clean,
and smooth as possible, and should be rolled
up and not folded.
b. The drawings should be made with Indian
ink freshly rubbed down, quite black, free
from grit and glaze. Pale ink must on no
account be used. No colour but black is
allowed. All lines, writing, figures, and
letters must be clearly and firmly drawn, so
as to allow of their being visible when con-
siderably reduced by the process of photo-
lithography. All shading must be by black
lines sufficiently wide apart for the purpose
aforesaid.

The directions contained in the foregoing
Regulation, as to writing, material, and size of
specifications, shall apply to all manuscript docu-
ments accompanying applications for Letters of
Registration; the directions as to copies of such
specifications shall apply to the duplicates required
of such documents; and the directions as to draw-
ings and duplicates of drawings shall apply to the
drawings and duplicates of drawings (if any) accom-
panying such documents; but printed documents
and drawings of any size and on paper will be
received if the duplicates of drawings are capable of
being photo-lithographed. -
Applications for copies of documents or draw-
ings in the Patent Office must be accompanied by a
deposit of such sum as the Registrar of Patents
shall consider sufficient to cover the cost of copying. -
Documents in any language other than English,
deposited in the Patent Office, must be accompanied
by translations into English certified to as correct by
some person approved of by the Patent Officer or
the Registrar of Patents. -
No assignment or license of two or more
Letters Patent or Letters of Registration shall be
registered, and no certificate of assignment or license
shall be granted, unless a fee for such registration or
certificate be paid in respect of each such Letters
Patent or Letters of Registration in respect of which
such registration or certificate is desired.

Immigration and Public Works Act Amendment
Act, 1871."

WHEREAS by "The Immigration and Public
Works Act, 1872," it is, among other things,
enacted that the Governor may from time to time
make regulations fixing a scale of expenses for travel-
ling, maintenance, and otherwise, to be allowed to
witnesses attending to give evidence at any inquiry
held under Part VI. of "The Immigration and Public
Works Act Amendment Act, 1871:" And whereas
it is expedient that such a scale of expenses should
be fixed as hereinafter provided:
Now therefore I, Sir George Alfred Arney, Knight,
the Officer Administering the Government of the
Colony of New Zealand, in pursuance and exercise
of the power and authority vested in me by the here-
inbefore in part recited Act, do hereby fix and
appoint the scale of expenses set forth in the Sche-
dule hereto as and to be the scale of expenses to be
allowed to witnesses for travelling, maintenance, and
otherwise, in attending to give evidence at any such
inquiry as hereinbefore mentioned.
