INSTRUCTIONS TO OFFICERS IN BRITISH
POSSESSIONS ABROAD.

RELIEF OF DISTRESSED SEAMEN.
Seamen not to be relieved six months after discharge.

  1. As difficulty occasionally arises as to whether a
    man falling into distress is a seaman or not, and as
    such, a person whom the officer is authorized to
    relieve and send home as a distressed seaman, the
    officer is informed that no man is entitled to any
    relief whatever as a distressed seaman, after six
    months have elapsed from the time he left his last
    ship, unless the officer has commenced to relieve him
    before the expiration of that period.
    No person to be relieved not employed on board ship.
  2. Stowaways and other persons not on the Articles
    of a ship left in distress at the officer's port are not
    entitled to relief as distressed seamen unless the
    officer has proof that they have been employed or
    engaged in some capacity on board the ship leaving
    them behind.
    Expenses will be disallowed.
  3. All expenses charged by the officer in his ac-
    counts with the Board of Trade for persons declared
