HAMILTON DISTRICT
Comprises all that area bounded by a line proceeding
from Lammerlaw along the western watershed of the
Upper Taieri River to South Roughridge Hill; thence
to North Roughridge Hill; thence to Mount Ida;
thence along the ranges to Kyeburn Hill; thence to
Kakanui Peak; thence along the northern and western
boundary of Hyde District, before described, to
Sutton's Stream; thence along Sutton's Stream to
its source; and thence to Lammerlaw, the starting
point.

WAIKOUAITI DISTRICT
Comprises all that area bounded towards the North-
west by Hyde District before described; towards
the North-east by the Kakanui Mountains and the
Horse Range to the ocean; towards the South-east
by the ocean; and towards the South and South-west
by the Dunedin, North Taieri, and West Taieri
Districts.

And I do declare that this Proclamation shall come
into operation and take effect on the fifteenth day of
February, one thousand eight hundred and seventy-
one.

Cross of the Most Distinguished Order
of Saint Michael and Saint George,
Governor and Commander-in-Chief in
and over Her Majesty's Colony of New

ORDER IN COUNCIL.

At the Government Buildings, at Wellington,
this twenty-first day of December, 1870.

Present:

THE HONORABLE WILLIAM FOX, PRIME MINISTER,
PRESIDING, AND MEMBERS OF THE EXECUTIVE
COUNCIL.

WHEREAS by an Act of the General Assembly
of New Zealand, intituled "The New Zealand
Post Office Act, 1858," it is enacted that it shall be
lawful for the Governor in Council from time to
time, by Proclamation to be published in the New
Zealand Gazette
, to fix, alter, and abolish the rates
of postage at any time within the Colony for the
transmission of letters and newspapers by post, either
between places within New Zealand or to and from
places beyond seas: And whereas by "The New
Zealand Post Office Act Amendment Act, 1866," it
is enacted that the postage on newspapers posted
within the Colony for delivery within the Colony
shall be one penny each: And whereas by "The
New Zealand Post Office Act Amendment Act, 1870,
No. 2," it is enacted that notwithstanding anything
contained in "The New Zealand Post Office Act
Amendment Act, 1866," it shall be lawful for the
Governor in Council from time to time to make
regulations for the transmission by post of news-
papers, and any such regulations to alter and revoke,
and subject to such regulations and the conditions

therein contained to exempt from payment of postage
all newspapers addressed to the Manager, Keeper,
Clerk, Secretary, Librarian, or other person having
the charge of any Athenæum, Mechanics' Institute,
Hospital, Public Library, or Lunatic Asylum in New
Zealand; or to any such Athenæum, Mechanics'
Institute, Hospital, Public Library, or Lunatic
Asylum, without the addition of the name or descrip-
tion of any person: Provided that it shall not be
lawful by any such regulations to permit the delivery
free of postage of any newspaper except to such
Athenæum, Mechanics' Institute, Hospital, Public
Library, or Lunatic Asylum in New Zealand, of
more than one copy of any issue or number of any
newspaper to any such Athenæum, Mechanics'
Institute, Hospital, Public Library, or Lunatic
Asylum: And whereas it has been considered
expedient, subject to the provisions of the said last-
mentioned Act, to exempt from payment of postage
newspapers addressed to the institutions or establish-
ments mentioned in the Schedule hereto without the
addition of the name or description of any person:
Now therefore, His Excellency Sir George Fer-
guson Bowen, the Governor of New Zealand, in
pursuance of the said recited power and authority,
and by and with the advice and consent of the
Executive Council of New Zealand, doth by this
present Order exempt from payment of postage,
subject to such conditions specified in the said
recited section of the said last-mentioned Act, all
newspapers transmitted by post addressed to such
institutions or establishments as are mentioned in
the Schedule hereto, without the addition of the
name or description of any person: And further
doth declare that this Order shall take effect on and
after the first day of December, one thousand eight
hundred and seventy.

TO ALL TO WHOM THESE PRESENTS SHALL COME,
GREETING:

WHEREAS by "The Regulation of Elections Act,
1870," it is enacted that it shall be lawful for
the Governor, by Warrant under his hand, from time
to time to appoint Polling Places for each Electoral
District, within or within one mile of the limits thereof,
and to appoint any one of such Polling Places to be the
Principal Polling Place for the district, and all or
any of such Polling Places from time to time to
abolish, and, if he think fit, to appoint other Polling
Places in lieu of those abolished, and that every such
Warrant shall be published in the New Zealand
Gazette: Provided always that no Polling Place shall
be appointed by the Governor under the said Act
unless he shall be first satisfied that the place to be
appointed is more convenient than any other for at
least twenty electors to record their votes thereat:
And whereas by Warrant under the hand of the
Governor, bearing date the thirtieth day of December,
one thousand eight hundred and seventy, the School
House, North Harbour, was appointed a Polling Place
for the District of Caversham, for the Election of
Members of the House of Representatives:
And whereas it is expedient to abolish the same :
Now know ye that I, Sir George Ferguson Bowen,
the Governor of New Zealand, in pursuance of the
