ORDER IN COUNCIL.

At Wellington, the twenty-eighth day of March,
1870.

Present :
THE HONORABLE WM. FOX, THE PREMIER, PRESIDING,
AND MEMBERS OF THE EXECUTIVE COUNCIL.

WHEREAS by "The Government Annuities Act,
1869," it is enacted that it shall be lawful for
the Governor in Council to make regulations for the
management of the accounts required to be kept
under the said Act, and for any purpose for which it
may be necessary or expedient to make any rules or
regulations for carrying the said Act into effect:

Now therefore, His Excellency Sir George Fer-
guson Bowen, the Governor of New Zealand, in
pursuance and exercise of the said recited power,
and by and with the advice and consent of the
Executive Council of the Colony, doth hereby make
the Regulations set forth in the Schedule hereto
annexed, marked B., for the management of the
accounts required to be kept under the said Act,
and for the several purposes in the said Regulations
appearing.

SCHEDULE B.
GOVERNMENT LIFE INSURANCE AND ANNUITIES.

REGULATIONS FOR THE EXAMINATION AND
KEEPING OF THE ACCOUNTS.

THE Inspector, on receipt of the Postmaster's monthly
accounts, will see that the sums collected as shown
in the Annuity and Insurance Schedules have been
carried to the debit of the Postmasters; he will
compare the paid warrants with the Postmaster's
statement of warrants paid; he will see that the
warrants are duly receipted and accompanied by the
corresponding advices and the necessary vouchers,
and that the paid warrants and advices bear the date
stamp of the paying office.

When this has been done, the Inspector will
deliver the warrants and schedules, together with
any advices, contracts, or life certificates pertaining
thereto, to the Commissioner's Clerk, retaining in
his office the Postmaster's monthly statement of
account.

All moneys received on account of contracts for
Life Insurances and Annuities are to be paid daily
or weekly, as the Colonial Treasurer may direct, to
the credit of the Public Trust Fund at the Bank.

The Comptroller, by orders countersigned by the
Colonial Treasurer, to transfer moneys from the
Public Trust Fund to "The Commissioner of Govern-
ment Annuities' Account," on monthly requisitions of
the Commissioner, countersigned by the Colonial
Treasurer.

The Commissioner of Government Annuities'
Account to be kept at the Bank.

No moneys to be drawn from the Commissioner
of Annuities' Account, except on orders of the
Commissioner, countersigned by the Auditor of
Public Accounts.

The Commissioner may from time to time, by
an order in writing, direct that cheques on the
Bank, drawn by the Postmasters named in such
order of the Commissioner, and for the amounts
mentioned in such order, shall be honored at any
Bank in which the Public Account is kept, and every
such order shall be in the form annexed, and shall be
signed by the Commissioner and be transmitted
by him to the Auditor-General, and when counter-
signed by him, shall be delivered at the Bank to
which the same is directed, and shall be sufficient
authority to such Bank to honor and pay the same.

Before signing such order, the Auditor shall ascer-
tain that the sums therein mentioned are due and
payable, and that there are moneys at the credit
of the Commissioner of Government Annuities'
Account available to satisfy the same. The Commis-
sioner will at the same time transmit to the respective
Postmasters, numbered cheques, in which the amount
to be paid and the name of the person in whose favour
