THE following Proclamations from the Victorian
Government Gazette, dated respectively 31st
December, 1869, and 18th February, 1870, altering
certain Port and Harbour Regulations in Victoria,
are published for general information.

PROCLAMATION
By His Excellency the Honorable Sir John
Henry Thomas Manners Sutton, Knight
Commander of the Most Honorable Order of
the Bath, Governor and Commander-in-Chief
in and over the Colony of Victoria, &c., &c., &c.
WHEREAS by "The Passengers, Harbours, and Navi-
gation Statute, 1865," it is amongst other things
enacted that the Governor in Council, by Procla-
mation published in the Government Gazette, may
from time to time define the limits and bound-
aries of ports in Victoria, and frame rules and
regulations for the governance and preservation of
the said ports respectively, and for the regulation of
shipping in the same, and also for the due protection
and preservation and good government and manage-
ment of all public wharfs, and may appoint officers
to carry out and enforce such rules and regulations;
and from time to time, in like manner, may alter,
amend, or repeal any such limits, boundaries, rules,
and regulations, and substitute others in their stead:
And whereas by a Proclamation bearing date the
thirteenth day of May, in the year one thousand
eight hundred and sixty-seven, the Governor, with
the advice of the Executive Council, in pursuance of
the powers vested in him by the above-recited Statute,
did define the limits and boundaries of ports in the
said Colony, and did proclaim and declare that
certain rules and regulations therein specified for the
governance and preservation of the said ports, and
for the regulation of shipping in the same, should be
substituted for other rules and regulations formerly
in force: Now therefore, I, the Governor of
Victoria, with the advice of the Executive Council,
do hereby repeal Rules 1 to 4 and 7 of the rules and
regulations contained in the Proclamation above
specified, and do declare that the following rules shall
be substituted therefor (that is to say) :β
GENERAL RULES AND ORDERS APPLICABLE TO ALL
PORTS AND HARBOURS IN VICTORIA.

Flag for Vessels from other than Australasian
Ports.
The person in charge of any ship from other than
Australasian ports shall, when entering any port of
Victoria, hoist and keep her ensign flying at the
mainmast head until the vessel has been boarded and
cleared by the Health Officer, when the ensign is to
be hauled down and a blue flag hoisted and kept flying
until the ship has been cleared by the Immigration
Officer, if such vessel have passengers on board. -
Flag for Vessels from Australasian Ports.
The person in charge of any ship having passengers
on board from any Australasian port (not in Victoria)
shall, when entering any port in Victoria, hoist a blue
flag at the mainmast head, and keep it flying until
cleared by the Immigration Officer. -
Ship entering Port.
No person except the Pilot and Health and Immi-
gration Officers, and boatmen employed to convey
them, shall, with any vessel or boat whatever, go
alongside of, nor shall any person, except the Pilot
and such Officers, board any ship from other than an
Australasian port when entering or within any port
in Victoria, before she has been cleared by the
Health Officer, nor in the case of ships carrying
passengers shall any person on board leave such
vessel before she has been so cleared by the Immigra-
tion Officer. -
Blue Flag.
No person, except the Pilot and other duly autho-
rized officers of Government, and such reporters for
the press as hold a written authority from the
Government, shall go on board of, or leave, any ship
carrying passengers entering or within any port
until such vessel has been cleared by the Immigration
Officer, which clearance will be indicated by the blue
flag being hauled down. -
Blue Flag.
No boat shall make fast to, or tow alongside of,
any inward-bound ship carrying passengers under
weigh within any port, except steam-tugs and those
duly authorized by Government, before the ship is
properly anchored and the blue flag hauled down.
Given under my hand and the Seal of the
Colony, at Melbourne, this thirteenth
day of December, in the year of our
Lord one thousand eight hundred and
sixty-nine, and in the thirty-third year
of Her Majesty's reign.

Bottesford, of Bottesford in the County of
Leicester, in the Peerage of the United Kingdom
of Great Britain and Ireland, Knight Commander
of the Most Honorable Order of the Bath,
Governor and Commander-in-Chief in and over
the Colony of Victoria, &c., &c., &c.
WHEREAS by "The Passengers, Harbours, and Navi-
