from time to time any parts thereof, at such time as
the Governor shall think fit; and whereas by a
Proclamation dated the thirtieth day of September,
one thousand eight hundred and sixty-nine, and
published in the New Zealand Gazette on the second
day of October, one thousand eight hundred and
sixty-nine, I, Sir George Ferguson Bowen, the
Governor of New Zealand, did proclaim and bring
into operation the whole of the said Act, and did
fix the first day of January, one thousand eight
hundred and seventy, as the day upon which the said
Act should come into operation:

And whereas by the said Act it is also enacted that
the term "receipt or discharge for or on payment of
any sum of money of the amount of five pounds or up-
wards," where used or referred to in the first schedule
to "The Stamp Duties Act, 1866," and in "The
Stamp Duties Act Amendment Act, 1867," shall, with
reference to all instruments made after such day as
the Governor shall appoint, be taken to mean and
include any note, memorandum, or writing what-
soever given to any person for or upon the payment
of money, whereby any sum of money, debt, or
demand, or any part of any debt or demand therein
specified, and amounting to five pounds or upwards,
shall be expressed or acknowledged to have been
paid, settled, balanced, or otherwise discharged and
satisfied, or which shall import or signify any such
acknowledgment, and whether the same shall or shall
not be signed with the name of any person:

And whereas it is expedient to fix a day for the
purposes of the said recited enactment:

Now therefore I, Sir George Ferguson Bowen, the
Governor of New Zealand, in exercise of the power
in me vested by the said Act, do hereby appoint and
fix the thirty-first day of December, one thousand
eight hundred and sixty-nine, to be the day
mentioned in the said recited enactment, so that
the said term "receipt or discharge for or on pay-
ment of any sum of money of the amount of five
pounds or upwards," shall, with reference to all
instruments made after the said thirty-first day of
December, one thousand eight hundred and sixty-
nine, have such meaning, and include such notes,
memoranda, and writings, as in the said recited
enactment provided.

Cross of the Most Distinguished Order
of Saint Michael and Saint George,
Governor and Commander-in-Chief in
and over Her Majesty's Colony of New
Zealand and its Dependencies, and Vice-
Admiral of the same; and issued under
the Seal of the said Colony, this fourth
day of December, in the year of our Lord
one thousand eight hundred and sixty-
nine.

IN pursuance of the powers in me vested by "The
Public Revenues Act, 1867," I, Sir George
Ferguson Bowen, the Governor of the Colony of
New Zealand, do hereby remove the under-mentioned
persons from the offices of Paymasters for the respec-
tive districts for which they were appointed:-

HEREBY notify that His Excellency the Gover-
nor, by virtue of a Regulation made by Order in
Council dated the 28th day of October last, issued
under "The Bay of Islands Settlements Act, 1858,"
has set apart and reserved the land described in the
Schedule hereto as a site for Public Buildings for
the use of the General Government.

SCHEDULE.

Province of Auckland. --County of Bedford.
All that parcel of land situated at Tapu Point,
Kawa Kawa River, containing by admeasurement
ten (10) acres, more or less, bounded towards the
North by a line bearing 283Β° 21" (magnetic), one
thousand two hundred and forty (1,240) links, and
towards the South-east and West by the said Kawa
Kawa River.

THE following Letter from His Excellency the
Governor of Victoria, with its enclosures re-
specting the Matriculation Examination for the
University of Melbourne, is published for general
information.

SIR, -I have the honor, at the request of the Chan-
cellor of the University of Melbourne, to transmit
the enclosed copies of the Regulations for the
Matriculation Examination of the University.

These Regulations provide for the institution,
elsewhere than in this Colony, of examinations for
Matriculation at the University; and I have been
requested to suggest the promulgation of the Regula-
tions in the Colony of New Zealand, in order that if
a local examination there should be thought desirable,
arrangements for carrying out this object may be
made.
