A PROCLAMATION.
WHEREAS by "The Public Houses Act, 1868,"
it is enacted that, whenever the Colonial Forces
shall be employed for the purpose of suppressing
rebellion or other disturbances in any part of the
Colony, and shall be stationed at any place near to or
within such part, it shall be lawful for the Governor
from time to time, by Proclamation, to declare that,
from and after a day to be fixed therein, such part of
the Colony as shall be defined in the Proclamation
shall be a Proclaimed District within the meaning
and for the purposes of the said Act; and thereupon
it shall not be lawful for any person, whether holding
a license under any Act or Ordinance regulating the
sale of wine, ale, beer, or spirits, or not, to sell or
supply any wine, beer, or spirituous or fermented
liquors of any kind without the permission of such
person as the Governor shall from time to time
appoint to grant permits for the sale of such articles
within such district:
And whereas the Colonial Forces are now employed
in suppressing rebellion and other disturbances in
the part of the Colony hereinafter described, and are
stationed in and near such part:
Now therefore I, Sir George Ferguson Bowen, the
Governor of New Zealand, in pursuance and exercise
of the power and authority for that purpose vested
in me by the said Act, do hereby proclaim and
declare that all that part of the Colony situated in
the Province of Hawke's Bay, lying within the
following boundary-The sea coast, from the mouth
of the River Esk or Waiohinganga to the mouth of
the River Waikare; thence the said River Waikare
to a point distant nine miles in a direct line from its
mouth; thence a straight line drawn north-west, true
bearing, till it intersects the northern boundary of
the said Province; thence the said northern boundary
to its western extremity; thence the western
boundary of the said Province to its intersection
with the River Mohaka; thence down the said river
to the mouth of the Inangatahi, following up that
stream to the southern edge of the Pohui Bush;
thence to the road known as Marshall's Bridle Track;
thence by that track to the River Esk, and thence
by that river to its mouth-shall, from and after
the fifteenth day of October, one thousand eight
hundred and sixty-nine, be a Proclaimed District
within the meaning and for the purposes of "The
Public Houses Act, 1868," aforesaid.

of Saint Michael and Saint George,
Governor and Commander-in-Chief in
and over Her Majesty's Colony of New
Zealand and its Dependencies, and Vice-
Admiral of the same; and issued under
the Seal of the said Colony this twenty-
second day of October, one thousand
eight hundred and sixty-nine.

WHEREAS by "The Regulation of Elections
Act, 1858," it is enacted that it shall be lawful
for the Governor, by warrant under his hand, from
time to time to appoint polling places for each
Electoral District, within or without the limits
thereof, and to appoint any one of such places to be
the principal polling place for the district, and all or
any of such polling places at any time to abolish and
to appoint other polling places in lieu thereof: And
whereas, by warrant under the hand of the Governor,
bearing date the seventeenth day of January, one
thousand eight hundred and sixty-six, the Survey
Office, Popotuna, was appointed a polling place for
the District of Clutha, for the election of Members
of the House of Representatives: And whereas it is
expedient to abolish the same:
Now know ye that I, Sir George Ferguson Bowen,
the Governor of the said Colony, in pursuance of the
power and authority in me vested by the said Act,
do hereby abolish the above-named polling place for
the District of Clutha for the election of Members
of the House of Representatives.

ORDER IN COUNCIL.
At Wellington, this sixth day of October, 1869.
Present:
THE HONORABLE WILLIAM FOX, PRIME MINISTER,
PRESIDING, AND MEMBERS OF THE EXECUTIVE
COUNCIL.
WHEREAS by "The Marine Act, 1867," it is
among other things enacted that the Governor'
may fix and levy port charges as in the said Act
defined; and also that the Governor in Council may
from time to time make, vary, and repeal bye-laws
and regulations for fixing and authorizing the levying
of harbour masters' fees, not exceeding the rate
specified in the Schedule to the said Act; and for
fixing the fees for licenses to be paid by any water-
men, masters, boatmen, and others employed in
working or navigating cargo boats, ballast boats, tank
boats, lighters, and all other vessels and boats what-
soever, whether decked or undecked, or whether
propelled by steam or not; and for fixing the fees
for licenses to be issued for or in respect of steam
tugs, cargo boats, ballast boats, tank boats, lighters,
watermen's and other boats; and to fix the pilotage
rates payable at each port, not being greater than the
rates specified in the Schedule to the said Act; and
to fix the various rates of lighthouse dues, not
exceeding those specified in the Schedule to the said
Act, which shall be payable at any port or ports
within the Colony, in respect of all vessels arriving
at and of all vessels leaving such ports:
Now, therefore, His Excellency Sir George Fer-
guson Bowen, the Governor of New Zealand, with
the advice and consent of the Executive Council of
the Colony, and in exercise and pursuance of the
powers and authorities vested in him by the said
Act, doth hereby fix the port charges, harbour
masters' fees, fees for licenses, pilotage rates, and
lighthouse dues, stated and set forth in the Schedule
hereto, to be levied and taken at the several Ports in
the said Schedule mentioned, and with the like advice
and consent doth order that the said dues shall be
levied and taken on and after the first day of
January, one thousand eight hundred and seventy,
all former charges for the said purposes being from
the said date repealed.
