to Lake Brunner, and along the boundary of the
Province of Nelson to the source of the Teremakau,
thence following down the northern bank of the
Teremakau to the coast, and along the coast to the
mouth of the Grey River.
THE ARAHURA ROAD DISTRICT.
Commencing at the mouth of the Teremakau River,
thence up that river to its source, from thence
southerly along the Dividing Range to the source of
the southern branch of the Hokitika River, following
down the southern bank of that river to the boundary
of Hokitika South, thence southerly and westerly
along the boundaries of the said township to the
coast, and along the coast to the commencing point,
but not including the town of Hokitika.
TOTARA ROAD DISTRICT.
Commencing at the western extremity of the
southern boundary of Hokitika South, thence easterly
and northerly along the said boundary to the southern
bank of the Hokitika River, following up the said
river to its source, and from thence along the
Dividing Range to the source of the Wanganui
River, down that river to the coast, and northerly
along the Coast to the commencing point.
OKARITO ROAD DISTRICT.
Commencing at the mouth of the Wanganui River,
thence up the said river to its source, thence along
the Dividing Range to the boundary of the Province
of Otago, following the said boundary to the coast,
and northerly along the coast to the commencing
point.
CONSTITUTION OF BOARD.
There shall be a Board consisting of five members
for each district, for the management of the business
thereof.
The following persons shall be Returning Officers
for the election of members for the undermentioned
districts respectively, namely:-
For Grey Road District.
William Horton Revell, Esq.
For Arahura Road District.
Charles Cockburn Schaw, Esq.
For Totara Road District.
Justin Aylmer, Esq.
For Okarito Road District.
Matthew Price, Esq.
The qualifications of members and of the electors
of members of District Road Boards shall, except as
hereinafter provided, be the same as those of
members and electors of members of the Council of
the County of Westland: Provided always that the
holder of any miner's right or business license,
wherever issued, after a residence of two months in
any Road District, and still residing therein, shall
be entitled to vote at the election of members of, and
to be elected a member of, the Road Board repre-
senting such district, and, also, that no holder of a
miner's right or business license shall be entitled to
vote at such election unless he shall have resided
two months and be still residing in such district.
The Returning Officers shall, within six weeks
from the commencement of the operation of "The
County of Westland Act, 1867," hold elections of
members of the respective Road Boards, and no
writ shall be necessary to enable them to do so.
The conduct of these elections shall be the same,
except as provided herein, as that of members of the
Council of the County of Westland. The Returning
Officers shall have power to appoint polling places
and Deputy Returning Officers for their respective
districts.
So soon as a District Road Board is duly elected,
the Returning Officer for the District shall appoint
a time and place for the first meeting of that Road
Board, and such Board shall meet at such time and
place accordingly. The subsequent times and places
of meetings of each Board shall be fixed, from time
to time, by the Board.
Each Board shall at its first meeting appoint a
chairman, who shall preside at each meeting of the
Board; but in his absence some member elected by
the Board shall preside.
No Board shall be competent to the despatch of any
business unless three-fifths of the whole number of
members be present.
All questions which shall arise at each meeting of
the Board shall be decided by a majority of the
votes of the members present, other than the chair-
man or presiding member, but in all cases wherein
its votes shall be equal the chairman or presiding
member shall have a casting vote.
Each Board at its first meeting and from time to
time afterwards, as occasion may require, shall pre-
pare and adopt such standing rules and orders as
may be best adapted for the orderly conduct of the
business of such Board, which rules shall be binding
and in force.
Whenever any vacancy or vacancies occur in the
Board, the chairman, or in his absence the member
presiding at the last meeting shall notify the same
to the Returning Officer of the district represented
by such Board, and it shall be the duty thereupon of
such Returning Officer to hold forthwith an election,
to be conducted as in the case of the other elections
of Members of Board for the supply of such vacancy
or vacancies.
