WELLINGTON, TUESDAY, JANUARY 30, 1866.

WHEREAS by "The Debentures Act, 1864,"
hereinafter called and referred to as "the said
Act," it is enacted that it shall be lawful for the
Governor of New Zealand to borrow any sum not
exceeding on the whole the sum of One million
pounds in anticipation of the loan of Three million
pounds, authorized to be borrowed under the pro-
visions of "The New Zealand Loan Act, 1863," and
to take up the same on Debentures from time to time
as he may deem expedient: And it is further enacted
by the said Act that every such Debenture shall be
in such form and in such sum, and shall be signed
and issued by such Agent or Agents as the Governor
shall appoint. And whereas by a Warrant under his
hand, dated the second day of January, one thousand
eight hundred and sixty-five, His Excellency the
Governor did appoint Falconer Larkworthy, Robert
Porter, and William Smellie Grahame, jointly and
each of them severally, to be Agents and Agent in
England for raising the sum of Five hundred
thousand pounds, part of the said sum of One
million pounds, authorized to be raised as aforesaid;
and for signing and issuing Debentures under the
provisions of the said recited Act. And whereas by
a further Warrant under his hand, dated the second
day of January, one thousand eight hundred and
sixty-five, His Excellency the Governor did appoint
David Limond Murdoch, Alexander Kennedy, and
Robert Waterston, jointly and each of them severally,
to be Agents and Agent in Australia and New
Zealand for raising the further sum of Two hundred
and fifty thousand pounds, part of the said sum of
One million pounds authorized to be raised as
aforesaid; and for signing and issuing Debentures
under the provisions of the said Act. And whereas,
by a further Warrant under his hand, dated the
sixth day of January, one thousand eight hundred
and sixty-five, His Excellency the Governor did
appoint Frederick Aloysius Weld, William Fitzher-
bert, Henry Sewell, John Larkins Cheese Richardson,

Walter Baldock Durrant Mantell, and Harry Albert
Atkinson, jointly and each of them severally, to be
Agents and Agent in New Zealand for raising the
sum of Two hundred and fifty thousand pounds, part
of the said sum of One million pounds authorized to
be raised as aforesaid; and for signing and issuing
Debentures under the provisions of the said Act.
And whereas before the passing of the Act intituled
"The Debentures Act, 1864, Amendment Act, 1865,"
hereinafter called and referred to as "the said
Amendment Act," there had been raised under the
authority of the said last-mentioned Warrant the
sum of One hundred and fifty-seven thousand one
hundred and five pounds eleven shillings and four
pence, and no more: And whereas the sum of
Ninety-two thousand eight hundred and ninety-four
pounds eight shillings and eight pence, being the
balance of the said last mentioned sum of Two
hundred and fifty thousand pounds, is still unraised.
And whereas it is expedient to cancel the appoint-
ments and appointment of all and each of the said
last-mentioned persons, appointed by the said last-
mentioned Warrant as Agents and Agent as afore-
said, and to make other provision for raising the sum
of Sixty thousand pounds, part of the said unraised
sum of Ninety-two thousand eight hundred and
ninety-four pounds eight shillings and eight pence.
And whereas before the passing of the said Amend-
ment Act there had been issued under and by virtue
of the said first recited Warrant, Debentures to the
amount of Five hundred thousand pounds. And
whereas Debentures to the amount of One hundred
thousand pounds, part of the said last mentioned
Debentures amounting to Five hundred thousand
pounds, will become due and payable on the thirty--
first day of March now next ensuing. And whereas
Debentures to the amount of Forty thousand pounds,
issued before the passing the said Amendment Act
under the authority of the said hereinbefore secondly
recited Warrant, have become due and have been
duly paid. And whereas by the said Amendment
