by the Superintendent to the above custody imme-
diately after having been so used. No Debentures
or Coupons shall be stamped with such Stamp, nor
shall it be in any way used except in the presence of
the Superintendent or the Provincial Secretary, or
some person or persons to be appointed in writing
for that purpose by the Superintendent.
Such appointed person shall keep an account of
the number of Debentures and Coupons stamped,
and shall not suffer the Stamp to be used after the
number or amount of Debentures from time to time
authorised by law shall have been stamped, nor
otherwise than for the purpose of stamping such
Coupons.

HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
pou, 30 WHEREAS by "The Public Domains Act, 1860,"
it is enacted that the Governor may by Order
in Council from time to time delegate all or any of
the powers by the said Act conferred to any person
for any period and subject to such stipulations as
may be specified in such Order:
Now, therefore, His Excellency the Governor, by
and with the advice and consent of the Executive
Council, doth by this present Order delegate all the
powers conferred by the said Act, except the powers
under sub-sections 2, 5, and 10 of section 5, and
under section 11, to ROBERT GRAHAM, Esquire,
who shall be the Chairman of the Board hereinafter
mentioned, subject to the stipulations hereinafter
mentioned, that is to sayβ
-
None of the powers so delegated shall be
exercised in respect of any land which shall be in the
actual occupation of the Governor, except at his
instance and request. -
All the powers so delegated shall be exercised
with the concurrence of a Board, to consist of the
undermentioned persons:

GEORGE BURGOYNE OWEN, Esquire,
FRANCIS DART FENTON, Esquire,
which Board shall act according to the following
Regulations, and such other Regulations as may be
from time to time made by the Governor in Council.
Regulations of the Board.
(a.) The Board shall meet at such times and places
as shall be from time to time appointed by the Chair-
man, and shall be convened by him by letter.
(b.) The Board shall keep proper Minutes and
Records of its proceedings.
(c.) Two Members of the Board shall form a
Quorum.
(d.) All questions shall be determined by a
majority of the Members of the Board present at a
Meeting. The Chairman to have a casting as well
as an original vote,

Establishing the Port of Grey..
By His Excellency Sir GEORGE GREY, Knight
Commander of the Most Honorable
Order of the Bath, Governor and
Commander-in-Chief in and over Her
Majesty's Colony of New Zealand and
its Dependencies, and Vice-Admiral of
the same, &c., &c., &c.
I N exercise of the power in me for this purpose
vested by "The Customs Regulation Act, 1858,"
I, Sir George Grey, the Governor of the Colony of
New Zealand, do hereby appoint, that, on and from
the day of the date hereof, there shall be within the...
Province of Canterbury a Port, to be called the Port
of Grey, the limits whereof shall be as follows:----
All such portions of the River Grey and of its
banks as is comprised within an area which shall
include one mile of the River from its mouth, and a
space on each bank respectively of not less than forty
chains in width.
Given under my hand, at the Government
House, at Wellington, this eighth day of
day of March, one thousand eight hundred
and sixty-five.

Appointing Legal Quay for the Port of Grey.

of the Bath, Governor and Commander-
in-Chief in and over Her Majesty's
Colony of New Zealand and its Depend-
encies, and Vice-Admiral of the same,
&c., &c., &c.
I N exercise of the powers in me for this purpose
vested by "The Customs Regulation Act, 1858,"
I, Sir George Grey, the Governor of the Colony of
New Zealand, do hereby appoint, that, on and from
the day of the date hereof, the Beach within one
hundred yards of the Custom House on either side
shall be deemed and taken to be the Legal Landing-
place for the lading and unlading of Goods at the
Port of Grey, under "The Customs Regulation Act,
1858."
Given under my hand at the Government
House, at Wellington, this eighth day of
March, one thousand eight hundred and
sixty-five.
