Order of the Governor in Council, from time
to time to borrow and take up at interest at a
rate not exceeding Six pounds per centum
per annum, payable out of the Ordinary
Revenue, any sums of money not exceeding
in the whole One hundred thousand pounds,
on the security of Treasury Bills payable at
the expiration of a term not exceeding twelve
months from the date thereof. And whereas
the sum of £25,000 has already been raised
in manner above prescribed, in virtue of an
Order in Council dated 21st November 1862,
and it has become necessary to borrow a fur-
ther sum of £30,000 in anticipation of the
said Loan:

Now, therefore, His Excellency the Go-
vernor of the Colony of New Zealand, with
the advice and consent of the Executive
Council of the said Colony, doth hereby au-
thorise the Honorable Reader Gilson Wood,
Colonial Treasurer of New Zealand, to bor-
row and take up a further sum or sums not
exceeding in the whole the sum of Thirty
thousand pounds sterling, and to issue Trea-
sury Bills therefor on the terms and subject
to the conditions before recited.

HIS Excellency the Governor has re-
ceived a Despatch, dated 1st August,
1862, from Her Majesty's Principal Secre-
tary of State for the Colonies, to the effect
that it has been intimated to His Grace by
Earl Russell that His Lordship has been in-
formed by the American Minister at the
Court of St. James, of the intention of the
United States Government to issue Letters
of Marque with a view to checking the hos-
tilities carried on by the Southern Pri-
vateers against United States' Commerce.

lency has been pleased to withhold his assent
to the same.
