Governor's Order, No. 29.
Appointing Legal Quays for Port of Dunedin.

By His Excellency Sir GEORGE GREY,
Knight Commander of the Most
Honorable Order of the Bath,
Governor and Commander-in-Chief
in and over Her Majesty's Colony of
New Zealand and its Dependencies,
and Vice-Admiral of the same,
&c., &c., &c.

IN exercise of the power in me for this purpose
vested by the "Customs Regulation Act,
1858." I, Sir George Grey, the Governor of the
Colony of New Zealand, do hereby appoint that,
on and from the day of the date hereof, the Jetty
at the bottom of Jetty-street, in the Town of
Dunedin, and the Jetty at the bottom of
George-street, in the Town of Port Chalmers,
shall be deemed and taken to be the legal
Landing Places for the lading and unlading
of goods at the Port of Dunedin under the
"Customs Regulation Act, 1858."

master at Kapanga, from 6th August, 1862.

Hawke's Bay.

Richard Manery, to be Postmaster at Meanee
Bridge, Tutei Kuri River, from 1st July,
1862.

John Bray, to be Postmaster at Havelock, from
1st July, 1862.

John Russell Duncan, to be Postmaster at Rua-
taniwha, from 1st July, 1862.

William Morris, senior, to be Postmaster at
Mahia, from 1st July, 1862.

Otago.
Donald Kisson Campbell, to be Postmaster at
Waipora, from 18th January, 1862.

from the Secretary of State for the Col-
onies, are published for general information, by
direction of His Excellency the Governor.

SIR,
I transmit to you herewith a copy of a
Letter from the War Office, enclosing a copy
of the Rules and Conditions which Secretary
Sir George Lewis has adopted for regulating
the supply of Arms and Ammunition to Militia
and Volunteer Corps in the different Colonies.

I have expressed my entire concurrence in
these Rules and Regulations, and I transmit
them, together with the explanatory Letter for
your information and guidance.

SIR, I am directed by the Secretary of State
for War to acknowledge the receipt of several
letters from the Colonial Office enclosing
applications from Governors and Lieutenant-
Governors in the West Indies for Arms and
Ammunition. These requisitions (of which a
Schedule is annexed) have suggested to Sir
George Lewis the expediency of laying down
some general and more definite rules than he
finds to be at present in existence.

It would appear that Small Arms, Ordnance,
Ammunition, and other Military Stores have,
since the year 1854, been furnished by the War
Office to very many of the Colonies. They
have been supplied as a gift, on loan, or
on repayment, and instances have occurred
where, even in the same Colony, all three
arrangements have alternately been adopted.

In the year 1860, however, in consequence
of the attention of the Secretary of State having
been drawn to the absence of system in regu-
lating the issues, it was decided that all Rifles
for the use of Volunteers in the Colonies, where
not paid for, should be supplied on loan, sub-
ject to withdrawal. This decision has been
adhered to with general consistency.

Ammunition has not, as a rule, been sup-
plied for some time past to any of the Colonies,
except upon repayment.

Again, no steps have been taken, except in
