THE following Bill passed by the Provin-
cial Council of the Province of Hawkes'
Bay, intituled--

"An Act to enable the Superintendent of
Hawkes' Bay to convey to Trustees a
Reserve in the town of Napier as the
site of "The Napier Athenล“um and
Mechanics' Institute,"

which Bill was reserved for the signification
of the Governor's pleasure thereon, having been
laid before the Governor, His Excellency has
been pleased to withhold his assent to the
same.

publication, for general information, of
the following Proclamation, issued by His
Excellency the Governor of Queensland
respecting the importation of cattle into that
Colony.

PROCLAMATION.

PLEURO-PNEUMONIA.

By His Excellency Sir GEORGE
FERGUSON BOWEN, Knight
Grand Cross of the Most Dis-
tinguished Order of St. Michael
and St. George, Captain-
General and Governor-in-Chief
of the Colony of Queensland and
its Dependencies, and Vice-
Admiral of the same, &c., &c.

WHEREAS, by an Act passed in the last
Session of Parliament, intituled, " An
Act to Prevent the Introduction of Diseased
Cattle into the Colony of Queensland and to
Check the Progress of Malignant Diseases in
Cattle," it is amongst other things enacted
that it shall be lawful for the Governor, with
the advice of the Executive Council, by Pro-
clamation, to prohibit or put restrictions on the
introduction or importation of Horned Cattle
into the Colony of Queensland, or into any
District thereof, from such places, and during
such time, as may appear necessary, and any
such Proclamation to alter or revoke by a
similar Proclamation. And whereas the disease
known or described as Pleuro-Pneumonia has
appeared amongst Horned Cattle in certain
parts of the neighboring Colony of New South
Wales, and it is necessary to take measures to
prevent the introduction into this Colony of
the said disease: Now, therefore, I Sir George
Ferguson Bowen, the Governor aforesaid, with
the advice of the Executive Council, do, by this
my Proclamation, prohibit the introduction or
importation into this Colony of any Horned
Cattle whatsoever, unless the person or persons
in charge of the same shall have first obtained
from the Commissioner for Diseases in Cattle,
or one of the Inspectors appointed under the
provisions of the above recited Act, a Certificate
to the effect that the Cattle in his or their
charge are not affected with the disease known
or described as Pleuro-Pneumonia. And I do
hereby also notify and proclaim that all Horned
Cattle which may be introduced or imported
into the said Colony from any District of any
of the Australian Colonies which shall be known
to be, or to have been, infected with the said
disease, shall be liable to be seized, and may
be forfeited, although such Cattle may not be
infected with the said disease, and the Com-
missioner or any Inspector may at his discretion
refuse to give such Certificate in respect of any
Cattle coming from any infected district,
although the same may not be infected with
the said disease. And I do hereby notify and
proclaim that, in pursuance of the provisions of
the said Act, Inspectors will be stationed at the
following townships, namely. Warwick, Goon-
diwindi, and at or near the junction of the
Mooni and Macintyre Rivers; and all persons
travelling to this Colony with, or in charge of,
Horned Cattle are hereby directed to give
timely notice thereof to the said Commissioner,
