A PROCLAMATION
For exempting Census Forms from Postage
under certain Regulations.

GORE BROWNE, Companion of
the Most Honorable Order of the
Bath, Governor and Commander-
in-Chief in and over Her Majes-
ty's Colony of New Zealand and
its Dependencies, and Vice-Ad-
miral of the same, &c., &c.
WHEREAS by the "Post Office Act,
1858," it is enacted that it shall be
lawful for the Governor from time to time by
Proclamation to be published in the New
Zealand Gazette, to fix, alter, and abolish the
Rates of Postage at any time payable within
the Colony, for the transmission of Letters
and Newspapers by Post, either between
places within New Zealand, or to or from places
beyond seas, and at what time the same shall
be paid, and that the postage so made payable
shall be charged and paid accordingly:
And whereas, by a Proclamation dated the
Twenty-ninth day of December, One thousand
eight hundred and sixty, made in pursuance
of the said recited power, certain Rates of
Postage have been fixed for the transmission
of Letters in manner aforesaid: And it is ex-
pedient that Census Forms should be exempt
from the operation of the said Proclamation;
Now, therefore, I, the Governor, in further
pursuance of the said recited power and au-
thority, with the advice and consent of the
Executive Council of New Zealand, do hereby
proclaim and declare that no postage shall be
paid or payable for the transmission by Post
of Census Forms if the same shall be, and
shall bear upon the face or cover of them that
they are posted by or addressed to either the
Colonial Secretary or the Registrar-General
for the time being.
And I do. appoint and declare that this
Proclamation shall take effect on and after
the First day of October next, ensuing.

September, in the year of our
Lord, One thousand eight hun-
dred and sixty-one.

THE following Order in Council is pub-
lished for general information, and the
respective officers of Customs are hereby
required to give effect to the same.

ORDER IN COUNCIL.
Wine, Ale, Beer, and Spirits to be issued to
Naval and Military Officers free of
Customs Duty.
AT THE GOVERNMENT HOUSE AT AUCKLAND,
THE 27TH DAY OF SEPTEMBER, 1861.
Present:-
HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
WHEREAS it is enacted by "The
Customs Duties Act Amendment
Act, 1861," that it shall be lawful for the
Governor by any Order in Council from
time to time to declare that any Wine, Ale,
Beer, or Spirits may be delivered out of
Bond, without payment of Duties of Cus-
toms, for the consumption of the Officers of
Her Majesty's Troops in the Colony of New
Zealand, and the Officers of Her Majesty's
Navy serving on board any of Her Majesty's
ships in the seas adjoining thereto, subject
nevertheless to such Regulations as in any
such Order in Council shall be prescribed,
and such Wine, Ale, Beer, and Spirits may
be delivered out of Bond accordingly;
Now, therefore, His Excellency the
Governor, with the advice and, consent of
the Executive Council of New Zealand, doth
by this Order declare that Wine, Ale, Beer,
and Spirits may be delivered out of Bond
without payment of duties of Customs, for
the consumption of any such Officers as
aforesaid, to any Military or Naval Mess,
upon the certificate of the President that the
articles required are for Mess consumption;
also to the General or other Officer com-
manding each Station, upon the certificate of
a like character from an Officer of his or
their staff, and to other Staff Officers upon
the presentation of a similar certificate,
signed by an Officer appointed by the Officer
Commanding the Troops. The certificate in
all cases to state that the articles required
are for the use of the persons for whom
remission of Duty is solicited.

"The Gold Fields Act, 1858," it is provided
that it shall be lawful for the Governor in
Council under his hand and the seal of the
Colony from time to time to delegate to the
Superintendent of any Province or to such
other person as the Governor may deem fit, all
