HIS Excellency the Governor directs the
publication of the following Supplemen-
tary Instructions to officers acting as Shipping
Masters in the British Possessions, for their
guidance in preparing certain additional returns
to be transmitted periodically to the Registrar
General of Shipping in reference to Seamen
on the Establishment of the Reserve force of
Naval Volunteers.

SUPPLEMENTAL INSTRUCTIONS TO
OFFICERS IN THE BRITISH POS-
SESSIONS ABROAD.
RESERVE FORCE OF ROYAL NAVAL VOLUN-
TEERS.
Outline of the Reserve Scheme.
79. It has been determined to establish a
Reserve Volunteer Force of Seamen trained to
the use of arms, who may be called upon by
Royal Proclamation to serve in the Navy when
an emergency requires a sudden increase to the
naval force of the country. Officers in the
Colonies who act as Shipping Masters will be
required to perform certain duties with refer-
ence to the Reserve, and the following outline
of the scheme is given for their guidance:—
Duties of Volunteers.
- The Naval Volunteers will be selected in
the United Kingdom from merchant sea-
men, and will be allowed to proceed on
their usual employment, the principle con-
ditions being that they must undergo 28
days drill during each year, and present
themselves once in every six months to
some Shipping Master in the United
Kingdom, unless special leave is given to
them to be absent for a longer time. This
special leave will, for the present, be
given on certain specified conditions to all
volunteers.
Volunteer's Certificate.
2. Each Naval Volunteer on his enrolment
will receive a certificate (RV 2), in which
is to be recorded the particulars of his at-
tendance at drill, and of his engagements
and discharges in the merchant service,
&c. Each certificate will be distinguished
by a number, which the Officer is to quote
in the returns referred to below. Entries
in this certificate are only to be made by
the Register General of Seamen, by a
Consul, by a Naval Officer, or by a Ship-
ping Master in the United Kingdom or
British Possessions abroad.
Retainer.
3. Each Naval Volunteer will, so long as he
remains in the Reserve and abides by the
conditions of his engagement, be entitled
to an annual payment of £6 a year, paid
quarterly. This retainer will only be
paid by a Shipping Master in the United
Kingdom, and only to the Naval Volun-
teer on his personal application.
Pension.
4. In addition to this retainer, an annual sum
will be set aside to form a pension fund,
and out of this fund a pension of not less
than £12 pound per annum will be paid
to each Naval Volunteer who may be-
come entitled under the regulations to a
pension.
In order to be able to call out the Reserve
Force, the Government must know the where-
abouts of the Naval Volunteers, and conse-
quently will require to be advised of the
engagements and discharges of seamen from
British ships at colonial ports. The following
instructions are, therefore, issued for the guid-
ance of Officers in the Colonies or other British
Possessions abroad who act as Shipping Mas-
ters, and are to come into operation on the 1st
January, 1860, or as soon thereafter as the
Officer receives these instructions.
All Seamen engaged or discharged before
Officer to be recorded.
80. Whenever any seamen is engaged or
discharged from any British ship before the
officer. in pursuance of the Merchant Shipping
Act, 1854, an entry of the particulars should
be made in the Register CC 21. (See copy
forwarded herewith.) In the case of engage-
ment the entries will be made in cols. 1 to 20,
and in the case of discharge in cols. 1 to 13,
and 21 to 31.
Exceptions.
81. Seamen engaged for or discharged from
any colonial ship before the Officer, in pursu-
ance of any rules or regulations made by the
colony, are not to be included in this return,
unless the Officer has reason to believe that the
seamen is a Naval Volunteer. In such case
the entries required by the above paragraph
should be made.
How Naval Volunteers may be known.
82. When a Naval Volunteer is engaged in
the United Kingdom the letters "R N V" will
be written in red ink, opposite the man's
name in the Agreement. The Officer will
consequently know that the seaman, opposite
whose name such an entry is made, is a Naval
Volunteer.
Officer to ascertain whether Men engaged be-
fore him are Volunteers, &c.
83. Whenever seamen are engaged or dis-
charged before the Officer, he should be careful
to ascertain whether the seaman is possessed of
a Master's or a Mate's Certificate, a Certificate
of Discharge E 2, or a Naval Volunteer's Cer-
tificate RV 2, and if so, the numbers of these
documents should be noted in the appropriate
column (6, 7 or 8) of the Form CC 21.
Leave of absence will be entered in Volun-
teer's Certificate.
84. As previously explained in paragraph
79, section 1, every Naval Volunteer is required
to present himself to some Shipping Master in
the United Kingdom once in every six months,
except when special leave is given to the Vo-
lunteer to absent himself for a longer time.
