to be the circumference of a circle whereof the
radius extends thirty miles from the Police
Office in Crey Town.
Now, therefore, His Excellency the Governor
by and with the advice and consent of the
Executive Council in exercise of the above
recited power, doth by the present order vary
the boundaries of the said District of Waira-
rapa and doth order that such District shall be
the District comprised within the circumference
miles from the Post Office in Grey Town.

Present:-

HIS EXCELLENCY THE GOVERNOR IN COUNCIL.
WHEREAS by the "Post Office Act,
1858," it is amongst other things
enacted that it shall be lawful for the Governor
in Council from time to time to make rules
and regulations for the managing of the several
Post Offices for the receiving, despatching,
conveying, and delivering of letters (including
the imposition of fees for private boxes and de-
liveries) for the detaining, opening, and return
or other disposal of irregularly posted, un-
claimed, and refused letters, or such as from
any cause whatever cannot be delivered or for-
warded, and the contents thereof respectively,
and for the publication of the lists of the same,
for the making, custody, and sale of Postage
Labels, for the receiving and paying of money
in connection with the said postal service, and
for the conduct of Post Officers, and any such
Rules and Regulations at any time in force to
alter, vary, or revoke : And whereas in pur-
suance and exercise of the said recited power
and authority, His Excellency the Governor in
Council, did by a Proclamation bearing date
the 13th day of January, 1859, make certain
Rules and Regulations for the management of
the Post Offices, and for the guidance of the
Officers therein employed :
Now, therefore, His Excellency the Governor
by and with the advice and consent of his Ex-
ecutive Council, doth by this present Order, in
pursuance and further exercise of the said re-
cited power and authority, make the following
additional Rule and Regulation.
No Postmaster shall be required to Register
any letter tendered to him for that purpose,
unless the same shall have been presented to
him for Registration at least one hour before
the time advertised for the closing of the Mail
by which the said letter is desired to be for-
warded.

ceived a Despatch from His Grace the Duke
of Newcastle, one of Her Majesty's Principal
Secretaries of State, transmitting a Warrant
under the Royal Sign Manual and Signet, au-
thorizing the Governor to summon to the
Legislative Council of the General Assembly,
the undermentioned gentleman, viz:-

SIRβ€”I transmit to you herewith copies of
new Regulations which have been issued by
the Lords Commissioners of the Admiralty,
affecting Candidates for Naval Cadetships.
These Regulations will come into operation on
1st April next.

NAVAL CADETS.
(The following Regulations will come into ope-
ration in regard to persons nominated to
Naval Cadetships on or after the 1st of
April, 1860.)
I. No Person will be nominated to a Cadet-
ship in the Royal Navy, who shall be under 12
or above 14 years of age at the time of his first
Examination.*
II. Every Candidate, on obtaining a nomi-
nation, will be required to pass an Examination
at the Royal Naval College at Portsmouth,
within three months of nomination. In the
special cases of nominations granted to the sons
of natives of Her Majesty's Colonies, a Can-
didate will be allowed to pass a preliminary
examination on board the Flag or Senior
Officer's Ship on the Station; but such exa-
mination must be passed in strict accordance
with these regulations, and should the Candidate
be found qualified, it will still be necessary that
he should be sent to England. to be entered on
board a Training Ship where he will be subject
to the same regulations as other Cadets.
III. The Candidate must produce a Certi-
ficate of Birth, or Declaration thereof made
before a Magistrate.
IV. The Candidate must be in good health
and fit for the Service, that is, free from impe-
