That all claims derived through the New Zealand Company shall be preferred in writing to the Colonial Secretary of the Province of New Munster, on or before a certain day to be named.

All claims to land not made within the period limited above to be null and void, except it be made to appear, to the satisfaction of the Governor for the time being, that there was sufficient cause for its not being preferred within the proper time, in which case the Governor may at any time before a certain day to be fixed refer such claim to a commissioner.

Governor to refer all claims for examination and report of commissioner.

Commissioners in hearing, examining, and reporting shall be guided by the real justice and good conscience of the case.

Report to be made in such form as may be prescribed by Governor, and recorded in the office of Colonial Secretary.

Upon confirmation of reports by the Governor, the claimants in whose favour such reports shall be made, shall be deemed to be entitled to a deed of grant or scrip credit at the Treasury.

Deed of grant by Governor to be deemed a good, valid, and effectual conveyance of the land purported to be conveyed.

Grants to be in form prescribed by Schedule.

In case of the boundaries being disputed by two or more claimants, commissioner to determine the boundaries by which said land shall be described in grant.

Commissioner to report when legal estate shall be deemed to vest in grantee.

Colonial Secretary, before issuing any grant, shall endorse thereon the date so reported as aforesaid, and the legal estate in the land to be comprised in such grant shall be deemed to have been vested in the grantee from the date so endorsed on said grant.

In case the said Company shall have contracted with any purchaser for the disposal of a particular section of land, and it shall not be in the power of the Government to give possession of such land, the value of the land shall be ascertained by two appraisers, one to be appointed by the Colonial Secretary, and the other by the person entitled to such section, and in case the appraisers cannot agree, the commissioner shall determine value, provided his valuation shall not be less than the lowest estimate nor more than the highest estimate to be made by such appraisers.

Governor to issue scrip to such claimants who may be found by such commissioner to have a rightful claim to such land, provided that the amount of scrip to be issued shall in no case be less than the amount which shall be found by such commissioner to have been paid to the said Company in the original purchase of the land, or a proportionate part thereof, as the case may be.

Claimant to be entitled to exchange land for scrip, provided application be made within a certain time to be hereafter named.

Claimants holding scrip from New Zealand Company may exercise right of selection within ... months after passing of Ordinance.

Claimants holding scrip of New Zealand Company may exchange it for Government scrip under certain regulations, provided the exchange be effected within limited period.

All Government scrip to be transferable, and shall be received as cash by the Treasurer of the Province of New Munster, in or towards the purchase of demesne lands of the Crown, provided such scrip be tendered within a certain time to be hereafter named.

Upon receipt of scrip by claimant the land so exchanged shall be deemed to be part of the demesne land of the Crown, free from all incumbrances.

Provisions of 13th Chapter of Royal Instructions, dated 12th August, 1850, to come into operation on passing of this Bill.
