Legislative Council Proceedings and Proclamation




Friday, May 30, 1851.

Present—

His Excellency the Governor-in-Chief,
His Excellency the Lieutenant-Governor,
and the Members as on yesterday.

The Council met pursuant to adjournment.

The Rev. Robert Cole, M. A., Colonial Chaplain, read prayers.

The Minutes of the last meeting read and confirmed.

His Excellency the Governor-in-Chief laid on the table, “A Draft of the Rules and Regulations for Departureing Cattle,” which, on the motion of the Colonial Secretary, was ordered to be printed.

Col. McClevery, agreeable to notice, moved, seconded by the Attorney-General, that the “Land Fund Appropriation Bill” be read a first time.

Motion agreed to, and bill read a first time accordingly.

On the motion of Captain Smith, seconded by Mr. Carkeek, “New Zealand Company’s Land Claimants Bill” read a first time.

On the motion of the Colonial Secretary, seconded by His Excellency the Lieutenant-Governor, “Census Bill” read a first time.

On the motion of the Colonial Secretary, seconded by the Colonial Treasurer, “Naturalization Bill” read a second time.

On the motion of Mr. Hickson, seconded by the Colonial Treasurer, “Customs Bill” read a second time.

On the motion of the Attorney-General, seconded by Col. McClevery, “Debtors Bill” read a second time.

The Colonial Treasurer moved, seconded by Mr. Hickson, the second reading of “Marriage Amendment Ordinance Bill.”

Debate ensued, when,

The Colonial Treasurer consented to withdraw this motion until arrival of absent members.

His Excellency laid on the table “a Bill for regulating Fencing within the Valley of the Hutt River.”

On the motion of the Colonial Secretary, Council in Committee on “Naturalization Bill.”

Title—Preamble—Clauses 1 and 2—read, amended, and agreed to.

Consideration of Schedule deferred.

On the motion of the Colonial Secretary, Council resumed.

Mr. Hickson gave notice that at the next meeting of Council, he should move that Council go into Committee on “Customs Bill.”

Col. McClevery gave notice that at the next meeting of Council, he should move the second reading of “Land Fund Appropriation Bill.”

The Colonial Treasurer gave notice that at the next meeting of Council, he should move the first reading of the “Hutt Fencing Bill.”

The Attorney-General gave notice that on Tuesday next, he should move that Council go into Committee on “Debtors Bill.”

The Colonial Secretary gave notice that on Tuesday next, he should move the second reading of “Census Bill.”

Captain Smith gave notice that on Tuesday next, he should move the second reading of “New Zealand Company’s Land Claimants Bill.”

On the motion of the Colonial Secretary, Council adjourned at half-past three o’clock, p.m., to Tuesday next, the 3rd day of June, at two o’clock.

PROCLAMATION.

By His Excellency Sir George Grey, a Knight Commander of the most Honorable Order of the Bath, Governor and Commander-in-Chief in and over the Islands of New Zealand, and Governor of the Provinces of New Ulster and New Munster, and Vice-Admiral of the same, &c., &c., &c.

WHEREAS by a Proclamation issued by the Lieutenant-Governor of the Province of New Munster, bearing date the 21st day of November, 1850, the provisions of an Ordinance of the Legislative Council of New Zealand, No. 5 of Session 8, intituled, “The Slaughtering Houses Ordinance,” were declared to be in force within that tract of country which lies “between the sea, the Northern boundary line of the Porirua block, and the Turakirae Range, (or the Eastern boundary line of the Port Nicholson block.)”
