I thank you for the liberal manner in which you have voted all the sums I considered necessary for the Departmental Expenses of the Province, and am happy to inform you that circumstances have already occurred since the Estimates were submitted for your consideration, which will, I trust, enable me to effect a considerable reduction in the expense of the Laud Office. Your liberal confidence will make me increasingly solicitous to effect every practicable reduction in that heavy departmental expenditure which now leaves so small a portion of our revenue available for urgently needed public works.
The additions you have made to the proposed expenditure are generally of a character that I cordially approve, and should be most happy to carry out, but regret to say that I can at present see but too little prospect of a larger sum being available than that upon which the Estimates were based.
Whilst it is my duty to thank you for the unreserved manner in which you have cooperated with me in every endeavor to promote the interests of this Province, I cannot prorogue what is probably the last Session of the present Provincial Council of Nelson without expressing the satisfaction I feel in the knowledge that the attitude you have ever assumed towards the Executive, and the temperate manner in which your discussions have invariably been conducted, have tended to uphold the character of the Province you have represented, and to maintain for Provincial Governments that respect without which they would cease to be either useful or powerful.
I now declare this Council prorogued.
