In addition to the number of immigrants sent for during the year, under the ordinary arrangements, Mr. Morrison was authorised, as stated in the Commissioners\' last report, to send out 100 adults from Devon and Cornwall; and arrangements have been made with the Female Emigration Society to send out 60 Female Servants. Only 73 Immigrants, however, have arrived during the period, but Mr. Morrison has reported, with regard to the Devon and Cornish immigrants, that the severity of the weather prevented their leaving before, but that he hoped to be able to send them out in the spring. There is reason to believe that some will come in the \"Bard of Avon,\" the Commissioners having received notice that about 80 emigrants will be despatched by that vessel which was advertised to sail from England in April. The Female Emigration Society, after repeated promises to dispatch the female immigrants above referred to, allege as reasons for failing to do so, the shortness of the Society\'s Funds, and the better terms offered in other Settlements. The terms of payment agreed to by the Commissioners were, however, those asked for by the Society itself, through Messrs. Nash and Scaife.
As it is very probable that a great number of men will be required on the various public works about to be carried on in the Province, the Council will be asked to vote the sum of £5,000, which, together with the balance in hand, and the amount of passage money to be collected, will enable the Commissioners to carry on a more liberal system of immigration during the current period. The precise classes to be assisted will be regulated, in part, by the nature and extent of the public works to be undertaken in the Province. It is proposed to expend a part of the money asked for, in forwarding the settlement of persons from the distressed classes at home. Some of these will be brought out under the ordinary arrangements. With respect to any special expenditure that may be made in this direction, the Commissioners are of opinion, that the money will be best expended in giving help, and securing employment on arrival, to such of the operatives as may be forwarded by the aid of societies, or individuals, in Great Britain.
