REPORT OF THE INSPECTOR TO THE CENTRAL BOARD OF EDUCATION, FOR THE YEAR 1859-60.

SIR—Owing to various circumstances, I have been unable to present my annual report on the state of the public schools of this province at so early a period after the close of the educational year as I have hitherto done.
The present is the third occasion on which the uniform system adopted in the schools has enabled me to make such a report, and offer such observations as my knowledge of their state enabled me to make, both as to their present condition and future progress. In these reports I have taken the opportunity to advert particularly to such points in their organization and management as appeared at the time to require special attention, and to be capable of alteration and improvement without much delay or difficulty. Thus, in 1858, when it had been determined to intrust to the Local Committees the erection of the various new school buildings provided for by the Education Loan Act, I gave a selection from the rules and directions of the Committee of Privy Council on Education, respecting the requirements to be borne in mind when planning school-houses, as to shape, dimensions, ventilation, and internal arrangement. The more closely these have been adhered to in the buildings subsequently erected, the better has been the result obtained; but in some instances the desire to obtain a building which might be made useful for other public purposes, has caused alterations to be made which render it less fitted for its primary uses as a school than it might have been; and in others, alterations have been made by those who were not aware of the care with which those directions
