for private boxes and deliveries) for the detaining, opening, and return or other disposal of irregularly posted, unclaimed, and refused letters, or such as from any cause whatever cannot be delivered or forwarded, and the contents thereof respectively, and for the publication of the list of the same, for the making, custody and sale of Postage Labels, for the receiving and paying of money in connection with the said postal service, and for the conduct of Post Officers, and any such Rules and Regulations at any time in force to alter, vary, or revoke: And whereas, in pursuance and exercise of the said recited power and authority, His Excellency the Governor in Council did, by a Proclamation bearing date the 13th day of January, 1859, make certain Rules and Regulations for the management of the Post Offices, and for the guidance of the Officers therein employed: Now, therefore, His Excellency the Governor by and with the advice and consent of his Executive Council, both by this present Order, in pursuance and further exercise of the said recited power and authority, make the following additional Rule and Regulation :
No Postmaster shall be required to register any letter tendered to him for that purpose, unless the same shall have been presented to him for registration at least one hour before the time advertised for the closing of the Mail by which the said letter is desired to be forwarded.

SEALED TENDERS will be received at this Office until MONDAY, the 16th day of July instant, from persons desirous of CONTRACTING to execute the undermentioned WORKS, viz :
To erect a Foot Bridge over the Omaka, Blenheim ;
To erect a Cottage and Framed Fixtures for a Ferry over the River Wairau, near Gouland’s Peninsula.
Plans and specifications of the above works may be seen at this Office. No tenders will be accepted unless approved of by the Principal Engineer of this Province.

Boundaries—All the unpurchased land within the boundaries herein mentioned. Northward by a line drawn from Rundunder Point, Cook’s Straits, along the summit of the range as far as the north-east corner of Rogerson’s section, in Opihi Bay, Port Underwood; east and south, by the waters of Cook’s Straits; west, by Rogerson’s section and Port Underwood.
Estimated extent—Under 10,000 acres.
Deposit paid—£15.

District—Clarence.
Boundaries—Northward, by the river Clarence; southward, by top of ranges of seaward Kaikora mountains; eastward, by river or stream on map, called the Jam; westward, by eastern or lower boundary of Mr. C. Watts’ run, pending the arrangement between Mr. C. Watts and Joseph Ward.
Estimated extent—10,000 acres.
