THE SUPERINTENDENT has directed the publication of the following circular addressed to the Heads of Departments for general information.

Napier, Feb. 28, 1860.

SIR,β€”As credible information has been received of certain officers connected with the Survey Department in this place having taken a conspicuous part in the late election for the Napier Country District, and of having otherwise interfered in it, beyond giving their votes, by canvassing &c.,β€”I have the honor to inform you that the Provincial Government entirely disapproves of such conduct or interference with the views of the electors on the part of any paid officers who are not themselves candidates for the vacant seat, nor will it be allowed in any case, in future, that may occur. As without wishing to control in any way the votes that Government Officers are entitled to give as well as other electors, the Provincial Government of Hawke\'s Bay is determined not to leave itself open to the charge of unduly influencing elections from the conduct of those, who by accepting paid offices under it, may naturally be supposed by the public to be acting with its sanction in canvassing, &c., that in future must be abstained from by them unless they be, as before mentioned, candidates themselves for the vacant seat.
