All that part of the said Province bounded on the Northward by the River Hurunui; on the South-westward by the Rangitata and its tributary the Clyde River; on the Eastward and South-eastward by the sea; and on the North-westward by the County of Westland.

Given under the hand of His Excellency Sir George Ferguson Bowen, Knight Grand Cross of the Most Distinguished Order of St. Michael and Saint George, Governor and Commander-in-Chief in and over Her Majesty’s Colony of New Zealand and its Dependencies, and Vice-Admiral of the same; and issued under the Seal of the said Colony, at the Government House, at Wellington, this twenty-seventh day of March, in the year of our Lord one thousand eight hundred and seventy-two.

PROCLAMATION.

I, WILLIAM ROLLESTON, Superintendent of the Province of Canterbury, in pursuance of the powers delegated to me in this behalf, under "The Contagious Diseases Act, 1869," do hereby declare the South-western Number One Division of the Public Gaol, at Addington, near Christchurch, to be a Female Reformatory, for the purposes of the said Act.

PROCLAMATION

Under "The Contagious Diseases Act, 1869."

WHEREAS by "The Contagious Diseases Act, 1869," it is, among other things, provided that the Governor shall make adequate provisions for the moral and religious training and instruction of the persons in any Female Reformatory under the said Act, and shall make regulations for the management and government of every Female Reformatory under the said Act, and may from time to time alter any such regulations:

And whereas by the forty-first section of the said Act it is enacted that it shall be lawful for the Governor in Council from time to time to order and direct that all or any of the powers, functions, duties, and authorities vested in or required to be performed by the Governor or Governor in Council by the said Act within any Province or District of the Colony within which the said Act shall have been brought into operation, shall be exercised or performed by the Superintendent of any such Province, or by any other person the Governor may think fit, subject, however, to any limitations or restrictions as he may think fit; and thereupon such functions, powers, duties, and authorities may by such Superintendent or other person be exercised or performed within the Province or other District of the Colony specified in such order, and in like manner to alter or revoke any such order:

And whereas the said Governor hath by and with the advice and consent of the Executive Council of New Zealand, ordered and directed that all the powers, functions, duties, and authorities vested in or required to be performed by the Governor or Governor in Council by the said Act, within the District in the Province of Canterbury defined in the Proclamation made by the said Governor, under the provisions of the said Act, on the Twenty-seventh day of March, One thousand eight hundred and seventy-two, and published in the New Zealand Gazette, of the Twenty-eighth day of March, One thousand eight hundred and seventy-two, shall be exercised or performed by William Rolleston, Esquire, Superintendent of the Province of Canterbury, so long as he shall be and remain Superintendent of the said Province:

Now therefore, I, William Rolleston, by virtue of such power so vested, do hereby make the following Regulations, providing for the moral and religious training and instruction of the persons in the Female Reformatory under the said Act, at the Public Gaol, at Addington, and for the management and government of the said reformatory:

  1. All persons committed to the Female Reformatory under the provisions of "The Contagious Diseases Act, 1869," in the Province of Canterbury, shall be under the direction and control of the Gaoler in the Public Gaol at Addington; and shall be placed on such diet as shall be prescribed by the Visiting Surgeon.

  2. Medical examinations under the above-named Act shall be conducted by the Visiting Surgeon on the First and Third Monday in each Month, at the Reformatory, at 10 a.m.

  3. Women detained in the Reformatory shall attend Divine Service, in the Addington Gaol, in accordance with the tenets of their denomination, and Ministers of all denominations shall have an opportunity afforded to them of conducting a religious service within the Reformatory.
