ADDRESS OF HIS HONOR THE SUPERINTENDENT
On proroguing the Provincial Council, July 19, 1867.
Mr. Speaker and Gentlemen of the Council,—
The Session having now approached its termination, I have to thank you for your consideration of the various important matters which have been brought before you.
It has been to me a subject of regret that the estimated Revenue for the ensuing nine months has not been such as would, in your opinion, justify a larger appropriation for the purposes of the Government. The supplies you have voted shall be administered with due regard to economy.
Some particulars of policy pursued by the Council towards the western side of the Province have been a source of discontent, resulting in a demand on the part of a considerable section of its inhabitants for separation.
I have sanctioned the appointment of a Gentleman to a seat in the Executive Council, to whom, in conjunction with the rest of the Executive, will be submitted the duty of advising me in the management of affairs connected with the West Coast Gold-fields. It will be necessary that for the greater portion of the year he should be resident on the West Coast, attending as often as may be convenient and necessary at meetings of the Executive Council of the Province at Christchurch.
I look forward to the appointment as likely to give satisfaction to the public, complying as it does with their expressed desire for the appointment of an executive officer responsible to the Council, of which body he should be a member.
