It will be observed that the balance due by the Province to the Bank of New Zealand amounting on the 1st July, 1865, to £10,658 12s. 5d., had been increased to the sum of £111,751 5s. 8d., on 1st April, 1866, since which date it has been reduced until on 30th June last it amounted to £82,216 17s. 1d. The Province was indebted to the Bank of New Zealand on the 17th day of October in the sum of £85,074 11s. 4d.
This undesirable financial position has been principally caused by the expenditure on the West Coast account, the chief item being the road from Christchurch to Hokitika, by Arthur's Pass, amounting on the 30th June, 1866, to the sum of £134,259 16s. 9d.; and although it may appear somewhat departing from my province to comment thereon, I cannot refrain from remarking that it must be evident that while on the one hand this expenditure has inconvenienced and cramped the Government in its operations, on the other the Province has derived immense benefit from the opening of the road, on the sale of live stock and produce, in addition to other considerable advantages arising from a safe and ready means of intercourse between the two sides of the Province.
I beg to draw particular attention to the efforts made by the Government to keep expenditure down to the lowest possible limits, which, apart from the reduction of the bank balance, will be found in the Comparative Statement as under, viz:—
