ADDRESS OF HIS HONOR THE SUPERINTENDENT

On Proroguing the Provincial Council, on Wednesday, December 3rd, 1862.

Mr. Speaker and Gentlemen of the Council,—

In accordance with the powers conferred upon me by the Constitution Act, I have now to prorogue this Council; but before closing this session, let me express my acknowledgments for your cordial cooperation with me in the transaction of the business which I have had the pleasure of submitting to you.

The supplies which you have voted for the Public Service of the Province shall be administered with every care and prudence that a sound economy requires.

It may be considered a matter of regret that no decided action has been taken in Education, and that the subject has been again deferred; but if delay will lead to a more thorough sifting of the question, and thereby produce measures more generally acceptable with the public at large, I shall no doubt, in common with many others, cease to regret that such delay has taken place.

Measures have been taken to ascertain the traffic returns between Lyttelton and Christchurch...

...church, and I have every reason to believe that the information which induced you to express an opinion in favour of the construction of the railway to Ferrymead will prove to be substantially correct.

I have now to declare my assent to the following measures passed by you, and which have received my consideration, namely:—

  • The Executive Government Ordinance Amendment Ordinance,
  • The Immigration Barracks Ordinance,
  • The Electric Telegraph Ordinance,
  • The Dog Nuisance Ordinance Amendment Ordinance,
  • White’s Waimakariri Bridge Ordinance,
  • The Fencing Ordinance, 1862,
  • The Heathcote Bridge Ordinance,
  • The Thistle Ordinance,
  • The Public House Ordinance,
  • The Trespass of Cattle Ordinance, No. 3, 1862,
  • The Christchurch Hospital Ordinance,
  • The Cattle Driving Ordinance,
  • The Sefton Township Ordinance,
  • The Municipal Council Reserves Ordinance,
  • The Roads Diversion Ordinance,
  • The Local Marine Boards Ordinance,
  • The Bail for Petty Offences Ordinance,
  • The Appropriation Ordinance.
