that day.

  1. Petition.—Every member presenting
    a petition shall affix his name at the head
    thereof; and no petition may be presented
    after the Council shall have proceeded with
    the business on the notice paper.

  2. Strangers.—Until otherwise ordered,
    the sittings of the Council shall be private,
    but reporters for the public press may, upon
    application, be admitted, and may be allowed
    to take copies of the recorded proceedings
    of the Council. They may, however, at any
    time be ordered to withdraw by the Chair-
    man, or by resolution of the Council.

  3. Suspension of By-Laws.—Any one of
    these by-laws may be suspended at any
    sitting of the Council without notice, with
    the consent of not less than seven members.

I hereby declare my assent to the fore-
going by-laws.
