they attend to their duties. She shall keep
a list of the property of the Hospital, such as
furniture, &c., so that the stock may be
ascertained at any moment.
NURSES AND SERVANTS.
Nurses and servants shall be employed
from time to time upon the requisition of
the Physician or Surgeon.
PATIENTS.
Patients shall be admitted by order of the
Superintendent, and they shall pay towards
the support of the Hospital a sum not
exceeding Thirty Shillings a week, such pay-
ment being guaranteed by the written under-
taking from the patient, accompanied, where
possible, with the name of some respectable
householder, as a security. They
shall obey the directions of the medical
officers, and shall behave themselves in a
quiet and orderly manner. They may re-
ceive visits from friends between the hours
of 2 and 4 p.m. on Tuesdays, Thursdays, and
Saturdays, and at no other time, except by
order from one of the medical officers.
TIMES OF ADMISSION.
Tuesday and Friday in every week shall
be the regular days of admission, except in
cases of emergency. No admission, except
in cases of emergency, shall be made without
previous application to the office of the Pro-
vincial Secretary, and the hours of admission
shall be from 10 a.m. to 12 at noon, and
from 5 to 6 p.m.
VISITORS.
Two visitors (one lady and one gentle-
man) shall be requested to inspect the Hos-
pital once a week, and write their observa-
tions in a book kept for the purpose.
They shall be appointed by the Super-
intendent, with the advice of the Executive
Council from time to time, for a period not
exceeding three months.
MINISTERS OF RELIGION.
Officiating Ministers of Religion may be
admitted at all reasonable times, on appli-
cation to the Steward.

PROCLAMATION.
WHEREAS, in accordance with clause
19 of the "Municipal Council Ordi-
nance, Sess. XIV., No. 14," the Municipal
Council of Christchurch have made certain
by-laws for the regulation of their own pro-
ceedings, and for the general good rule and
good government of the said Municipal Dis-
trict of Christchurch, and whereas those
by-laws have been, by and with the advice of
my Executive Council, assented to by me in
accordance with the provisions of clause 28
of the said Ordinance: Now, therefore, I,
William Sefton Moorhouse, Superintendent
of the Province of Canterbury, in pursuance
of the powers vested in me in that behalf,
do hereby declare such by-laws to be in
force within the said district from and after
the 28th day of April last.
Given under my hand, at the Government
Buildings in Christchurch aforesaid,
this Twenty-second day of May, One
Thousand Eight Hundred and Sixty-

BY-LAWS for REGULATING the PROCEEDINGS of the MUNICIPAL COUNCIL of CHRISTCHURCH.

Adjournment, if no Quorum.—If, at the
expiration of a quarter of an hour from the
time appointed for meeting, there be not
present a quorum of members, the Council
shall stand adjourned to the next sitting day. -
Adjournment, if Members reduced below
Quorum.—At any time after the commence-
ment of business it be noticed that there is
not a quorum of members present, the
Chairman shall adjourn the Council to the
next sitting day. -
Time of Meeting.—Unless otherwise
ordered by resolution of the Council, the
Council shall sit on every Monday evening,
at seven o’clock. -
Special Meetings.—The Clerk of the
Council shall, by circular notes, call a special
meeting of the Council, on a requisition from
the Chairman, or from any three members.
The notice convening such meeting shall
state the business proposed to be transacted
thereat. -
Chairman.—The Chairman may address
the Council on any business before it, but
may not move or second a resolution. -
Questions of Order, and cases unpro-
vided for.—All questions of order or form
shall be decided by the Chairman. He shall
also decide in all cases not provided for by
these by-laws, taking for his guide the usage
of the Provincial Council so far as the same
is applicable to the proceedings of this
Council. In the event of any appeal against
the decision of the Chairman, the same shall
be decided at the next sitting of the Council,
in the same manner as any other question
brought before such Council. -
Chairman to provide for Custody of
Books, &c.—The Chairman shall make all
necessary regulations for the convenience of
members of the Council, and the custody of
books and records. -
Minutes.—The Clerk shall at each
sitting of the Council keep draft minutes of
the proceedings at such sitting. Such minutes
shall afterwards be fairly entered in a minute
book, and shall be submitted for approval at
the next sitting of the Council; when
approved, they shall be signed by the Chair-
man of the sitting of which they are on
record. -
Notice Book.—The Clerk shall keep a
Notice Book, in which he shall enter all the
notices of motion given by members of the
